JOB SUMMARY

As the Regional Humanitarian Advocacy Advisor, you will be a key player in CARE West Africa’s (WA) efforts to influence donors, UN agencies, partners, and governments on the humanitarian crises in the region. Collaborating closely with the Regional Director and Regional Humanitarian Director, you will represent CARE in humanitarian forums and ensure the diverse needs of all crisis-affected people are met and their rights protected.

RESPONSIBILITIES:

Humanitarian Advocacy & Policy:

  • Collaborate with the WA Regional Team, CARE USA Humanitarian Affairs, and CARE Emergency Group to highlight critical humanitarian advocacy issues.
  • Provide direct technical support for West Africa Country Offices, focusing on CARE’s humanitarian priorities.
  • Draft compelling talking points and briefing documents for high-level CARE engagements.

External Representation:

  • Represent CARE at regional levels with key stakeholders (UN agencies, peer NGOs, donors) and in regional forums.
  • Coordinate with peer INGO advocacy colleagues and CARE advocacy teams to ensure aligned messaging.
  • Cultivate relationships with diverse local and external networks and policymakers.

Capacity Building/System Strengthening/Relationship Development:

  • Provide advocacy and policy capacity-building and technical support to West Africa Country Offices.
  • Support regional and country teams’ advocacy trainings and contribute to fundraising and proposal development for advocacy.
  • Ensure alignment of CARE’s advocacy priorities across country, regional, and global levels.

Thought Leadership, Research, & Learning:

  • Prepare or commission high-impact materials for advocacy and influencing.
  • Distill lessons from multi-country advocacy initiatives and translate them into policy recommendations.
  • Document and quantify the results of advocacy initiatives to strengthen program learning.

QUALIFICATIONS:

  1. Education: Degree in international affairs, law, humanitarian studies, social sciences, women’s studies, or related field.
  2. Experience: 5+ years of relevant humanitarian advocacy experience, ideally in the West Africa region.
  3. Skills: Comprehensive understanding of humanitarian architecture, outstanding analytical abilities, and strong communication and diplomatic skills in cross-cultural contexts.
  4. Languages: Excellent written and spoken French and English.
