CCM (www.ccm-italia.org) is an Italian NGO operating in: Burundi, Ethiopia, Kenya, Mali, South Sudan and Somalia, running health-related projects. In the frame of the project “One Health-Strengthening the resilience of pastoral and agro-pastoral communities affected by drought in the Liben Zone of the Somali Region (Ethiopia) – phase 2″.” we are seeking one Rehabilitation Works and Project Logistics’ Officer to integrate the CCM team for supporting the Project activities in Filtu and Dekasuftu Woredas.
Duration of Contract: Six months
Supervision: entire rehabilitation works of health facilities around Filtu and Deka Suftu woredas of Somali regional State of Ethiopia,
Reporting: Project Coordinator and Logistic Manager in Addis Ababa Country Office.
Main Responsibilities:
- He/she has to do an assessment on the health facilities and collect all the necessary data for the rehabilitation work must be done
- The assessment report has to include all the condition of each HFs and compute material and labor cost estimates
- According to the assessment report, the data will be processed at office and the Bills of Quantities (BOQ) for the materials and labor for each HFs should be developed
- With the details of the works, the estimated cost of materials executing the specified works is also calculated and fixed in the BOQ.
- He has to present in tabular form of BOQ the details of the works, materials and the estimated costs,
- Following CCM procurement procedure he should prepare tender document
- Follow floating the bid, distribute the bid documents to the bidders and inviting the bidders
- Collecting offers from the bidders and present to the Project Coordinator for tender evaluation process and award
- Supervise the work in the HFs, travel and be present at the time rehabilitation work to control all the supply and quality of work
- To submit regular reports of the work progress and any logistic need for the activities to the Project Coordinator
- To provide logistic support to the project activities through management of all project assets, properties, procurement and deliveries of project supply, and relevant staff.
Procurement and Property Management
- To compile a plan of procurement according the needs of the project and project budget, coordinating and with the approval of the Project Coordinator and Accountant (funds availability);
- To prepare the bids and to purchase the goods and services, at field level, according to the CCM procurement procedure;
- To request, on time, the purchasing process of the rehabilitation materials or if any need for the project activity from Country Office – Addis Ababa;
- To ensure that all CCM properties are in good condition, well and timely maintained, stored properly and safely, and regularly inventoried according to the relevant instructions;
- To provide personally the regular inspections and documentation, fully, of the project office stores (warehouses) and stocks of the supply;
- To ensure timely and accurate fulfilment of the orders on supply through organizing an effectively functioning system of deliveries and precise accounting of items’ movement;
- To compile and ensure implementation of plans of distribution of items in cases of emergency;
- To be well aware on Ethiopian laws and donor’s regulations regarding procurement and delivery of the goods and services, and the peculiarities that might concern some specific supply apart from rehabilitation materials (i.e. medical equipment, drugs, food, etc.), advising the Project Coordinator on all issues related to those matters;
Security and Communication
- To collect information related to the security from various sources, analyze it, share and discuss with the Project Coordinator and, if necessary, with the Addis Ababa Country Office;
- To compile and regularly update a security plan, basing on the analysis of the security information, and coordinate it with the Project Coordinator and, if necessary, with the Addis Ababa Country Office;
- To advise the entire project management staff on the content of the security plan and ensures that all project activities are in line with it;
- To ensure effective urgent communication with CCM Country Office in case of insecurity.
Vehicle Fleet Management
- To be responsible for keeping fleet of project vehicles in good working condition, providing a timely maintenance, repair and following the rules of their utilization;
- To directly supervise the staff of drivers, mechanics and vehicles and report to the Project Coordinator if there is any problem and identified with possible solutions,
Job Requirements
Trainings, Experience and Knowledge on:
- BA degree or Advanced Diploma in civil work (Engineering)
- Two years of experience on rehabilitation, logistic and related works
- Two years of experience performing building inspection work experience preparing drawings, cost estimates and bid specifications
Special Requirements:
- Strong organizational interpersonal and communication skills
- Fluency in English and
- Knowledge of Somali languages is an asset
- Previous experience(s) with NGOs is a plus
- Stress resilient to cope with complex problems and hard environment.
- Computer literacy, proficiency in use of Office package
