Organisation – Catholic Agency for Overseas Development is an international development charity. We are headquartered in London and have an office in the Democratic Republic of Congo, Goma. We are the official aid agency for the Catholic Church in England and Wales. With your help, we reach out to people living in hard-to-reach places, in war zones and those who are discriminated against. PURPOSE

CAFOD is soliciting proposals from qualified auditing firms to conduct an audit for a grant project funded by the Swedish International Development Agency (SIDA). The period of the audit is from 17th October 2024 to 31st December 2025. Total approximate expense for the project period is $712,240. The programme is for 3 years (17th October 2024 to 30th September 2027) with a total budget $1,845,018 Subsequent audits will follow in Jan 2027 and the final Jan 2028.

The audit needs to start by 26th January 2026 and a draft audit report submitted by 9th February 2026 and a final report submitted by 23rd February 2026.

SCOPE AND LOCATION

The audit shall be conducted at CAFOD offices in Kinshasa, DRC. CAFOD partners working on this programme are also based in Kinshasa. Partners’ contract addresses and physical location addresses and name of the NGOs audit focal points will be provided to the Auditor in due course.

CAFOD HQ supporting documents in support of the programme are held at CAFOD HQ offices London and at CAFOD DRC, Goma office. The documents will be scanned and provided during the audit.

DELIVERABLES

  1. Draft complete project audit report in English.
  2. Copy final complete project audit report in English.
  3. Copy of audited financial statement in English.
  4. Proposed management letter for CAFOD in English.

REQUIREMENTS

  1. Evidence showing minimum of 5 years’ experience of INGO audit.
  2. Certificate of incorporation as Certified Public Accountant (CPA).
  3. Evidence showing minimum of three audit experience with Standards of Auditing (ISA) 800 (“Special considerations audits of financial statements prepared in accordance with special purpose frameworks “) or ISA 805 (“Special considerations audits of single financial statements and specific elements, accounts or items of a financial statement”).
  4. Evidence showing a minimum of three audit experiences auditing projects funded by International Institutional donors (such as but not limited to, FCDO, ECHO, EU, SIDA and UN Agencies)

STRUCTURE OF THE PROPOSAL TO BE SUBMITTED

  1. Executive summary: Describe your understanding of the work to be performed and your firm’s ability to perform the work within the timeframe given.
  2. Professional experience: How and why your firm is the best to deliver and consider this work.
  3. Team qualifications.
  4. Detailed audit plan
  5. Your fee proposal to conduct the basic audit function, along with your fee schedule for additional services that may be required beyond the scope of the audit engagement.
  6. Estimated number of days for audit work.
  7. Client references: List of three relevant non-profit clients the firm has served within the past three years.
