Foundations for Education and Empowerment (F4EE) Project (2020-2027)

About the Aga Khan Foundation:

AKF seeks sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill-health, with special emphasis on the needs of rural communities in mountainous, coastal, and other resource-poor areas. In East Africa, AKF responds to local and regional priorities by developing and implementing effective programming, measuring, and documenting results and sharing lessons with governments, donors, and development actors to influence policy and practice. AKF operates a multi-sectoral portfolio that includes programming in Education, Economic Inclusion, Civil Society, Health and Early Childhood Development. Gender Equality is a cross-cutting theme in the portfolio. AKF will be the primary interlocutor for this assignment but engaging all AKDN education agencies in the process will be critical.

About the Foundations for Education and Empowerment (F4EE) Project:

Foundations for Education and Empowerment (F4EE) is a seven-year (2020-2027) project that will improve educational systems at the pre-primary and primary level, in addition to strengthening women’s empowerment and gender equality in five countries: Kenya, Madagascar, Mozambique, Tanzania, and Uganda. F4EE comprises three components: Foundations for Learning (F4L), Advancing Gender Equality through Civil Society (AGECS), and Advancing Canadian Champions for Development (ACCD). Through these interrelated components, F4EE will: (1) strengthen the delivery of quality, gender-responsive, and inclusive pre-primary and primary education, and other social development services; (2) reduce gender and social barriers to the utilization and uptake of education and other sustainable development services; and (3) enhance the engagement of international and Canadian stakeholders in gender-sensitive and evidence-based development programming. Together, F4EE’s interventions will address the gender, social, cultural, and economic barriers that women and girls face in accessing education, making life decisions and improving their equitable learning outcomes as key steps to exercise their basic human rights.

The project is expected to reach 1.8 million people (51% female).

Objective:

The individual or organisation will be expected to produce stories of change to capture key themes within the F4EE project. Stories of change is an effective tool for illustrating how project outputs and activities combine and work together to bring about tangible, real-life change in the lives of people, demonstrating that the theory of change is working. Stories of Change illustrate and communicate complex change, such as in behaviour, practice, performance, knowledge, attitudes, awareness, or motivation.

Working closely with the AKF country teams, the successful consultant will identify key thematic areas (such as gender equality and inclusion, teacher training, women’s leadership, civil society, etc.) and potential stories of change. Following donor requirements and using a collaborative and localized approach, the consultant is expected to develop ten stories of change across the five countries (Uganda, Kenya, Tanzania, Mozambique, and Madagascar) inclusive of photography.

Duration and Timeline: 10 weeks,

Location(s): Uganda, Kenya, Tanzania, Mozambique, and Madagascar

Key deliverables:

The deliverables of this consultant will include the following:

  1. Desk review of key project materials for better understanding of the F4EE project, key themes, and donor requirements.
  2. Engage with key stakeholders (such as AKF teams) to identify and map key messages, themes, and potential stories of change where efforts can be focused.
  3. Develop ten stories of change following a collaborative, localized approach and donor guidelines. Stories of change should include review and approval of AKF team, include photography, and follow AKF consent and safeguarding guidelines. The first four stories are to be delivered by early May, with the remaining to be delivered by early June.

Qualifications and Selection Criteria:

AKF is looking for a competent consultant with the skills, knowledge, and proven experience to successfully develop stories of change. Applications from consulting firms/individuals will be assessed based on their ability to demonstrate the following qualifications, experiences, and competencies:

  • Advance university degree in social sciences, gender and development studies, education, monitoring and evaluation or other related qualifications from recognized academic institutions.
  • The consultancy should have a minimum of five years of experience carrying out related work in development and/or humanitarian sector with references from reputable organizations.

• Experience working with communities in East Africa is an added advantage

  • Strong English language skills are required, other local languages in the sub-region, including Kiswahili, are a strong asset

Travel to or presence in the five project countries is required. Travel costs are the responsibility of the consultant and should be included in the proposed budget. It is envisioned that one story of change will be developed for Madagascar, one for Mozambique, and two-three stories each for remaining countries.

Criteria for selection:

All submissions will be assessed on the following criteria:

  • Technical Proposal (40%)
  • Relevance of experience and expertise including evidence of 3 reference of Similar work done in the past (30%)
  • Cost-Effectiveness of Proposed Budget (30%)
