PROJECT: STRENGTHENING PUBLIC ACCOUNTABILITY AND INVESTMENT IN EDUCATION (SPAIE)

1. Background

The Uganda Society for Disabled Children (USDC), in partnership with the Initiative for Social and Economic Rights (ISER) and the Civil Society Budget Advocacy Group (CSBAG), is implementing the three-year Strengthening Public Accountability and Investment in Education (SPAIE) Project, from January 2024 to December 2026. The project is funded by Education Out Loud (EOL), supported by the Global Partnership for Education (GPE).

The project is being implemented at national level and in three selected local governments: Namayingo District in Eastern Uganda, Yumbe District in Northern Uganda, and Sheema District in Western Uganda.

Within the consortium, USDC leads efforts to ensure that the voices, experiences and priorities of marginalized and underserved groups including girls, children with disabilities, refugees and children from economically disadvantaged households—are meaningfully integrated throughout project implementation. USDC also promotes community-based approaches aimed at improving the enrolment, participation, retention and learning outcomes of children with disabilities.

Over the past two years, the SPAIE Project has implemented a range of interventions in Yumbe District, including community dialogues, children’s parliaments, community outreach activities, engagement with district stakeholders, and legislative monitoring of education service delivery. These interventions have contributed to strengthening community participation, public accountability and advocacy for increased and equitable investment in education.

As the project approaches its final phase, USDC seeks to professionally document the progress, achievements, experiences, voices and emerging outcomes of the project in Yumbe District. The documentation will provide compelling visual and human-interest evidence of the project’s contribution to education accountability and inclusion, while also capturing the perspectives of key stakeholders and beneficiaries.

2. Purpose of the Assignment

The purpose of this assignment is to undertake professional photo and video documentation of the implementation, achievements and emerging outcomes of the SPAIE Project in Yumbe District.

The documentation should capture not only project activities, but also the changes, experiences and perspectives of children, communities, schools, local government stakeholders and other key actors involved in the project.

The final products should provide high-quality visual content that can be used by USDC and its partners for project reporting, learning, advocacy, communications, resource mobilisation, stakeholder engagement and visibility.

3. Scope of Work

The selected service provider will be expected to undertake field-based documentation in Yumbe District and capture the project’s implementation journey and emerging outcomes through photography and videography.

The assignment will include, but not be limited to:

3.1 Stakeholder and Project Documentation

The consultant/service provider will:

  • Document the perspectives and experiences of key district stakeholders involved in the implementation of the SPAIE Project.
  • Capture the role of district and community structures in promoting accountability and improved investment in education.
  • Document selected project interventions and activities implemented during the project period.
  • Capture the participation and engagement of children, parents/caregivers, teachers, community leaders and other relevant stakeholders.
  • Document the experiences and perspectives of project schools and community structures supported or engaged through the project.
  • Capture evidence of changes, achievements, challenges, lessons learned and emerging outcomes resulting from the project.

    3.2 Human-Interest and Beneficiary Stories

  • Particular emphasis should be placed on documenting real-life experiences and stories of change.
  • The service provider will identify and document three children who have benefited from interventions supported through USDC under the project. Each story should highlight:
  • The child’s situation before the intervention;
  • The support or intervention received;
  • Changes experienced as a result of the intervention;
  • The child’s current experience in school and/or community;
  • The child’s aspirations and perspectives; and
  • Where appropriate, the role of parents, Health workers, teachers and community structures in supporting the child.
  • The stories should be presented in an ethical, child-sensitive and dignified manner, ensuring appropriate consent and safeguarding procedures are followed.

    4. Expected Deliverables

  • The successful service provider will be expected to produce the following:
  • A. Short Project Videos
  • Two (2) professionally produced videos of approximately 5 minutes each, capturing:
  • Key district stakeholders and their perspectives;
  • Experiences of project schools;
  • Four (4) project schools;
  • Community structures engaged through the project;
  • Key project interventions and achievements;
  • Voices of children, parents/caregivers, teachers and community members; and
  • Emerging outcomes and lessons from project implementation.
  • The videos should be professionally edited and suitable for use in project reporting, presentations, stakeholder engagements, advocacy and digital communication platforms.

    B. Beneficiary Stories

  • Three (3) professionally produced videos of approximately 3 minutes each, featuring children who have benefited from USDC-supported interventions in Yumbe District.
  • Each video should tell a clear and compelling story of change, demonstrating how the project has contributed to improving the child’s experience, participation, inclusion or access to education.

    C. High-Quality Photography

  • A minimum of 20–30 high-resolution, professionally edited photographs covering:
  • Project activities and interventions;
  • Project schools;
  • District and community stakeholders;
  • Children and beneficiaries;
  • Community structures;
  • Teachers and parents/caregivers;
  • Key moments of engagement and participation; and
  • Evidence of project achievements and outcomes.
  • Photographs should be suitable for use in reports, publications, presentations, social media, websites and other communication materials.

    D. Raw/Source Materials

  • The service provider should provide USDC with the relevant high-resolution final files and agreed raw/source footage and photographs, where applicable, to support future communication and documentation needs.

    5. Approach and Methodology

  • The service provider is expected to propose an appropriate approach for undertaking the assignment. The methodology should include:
  • Initial briefing with USDC to understand the project, key messages and documentation priorities;
  • Review of relevant project information and identification of key stories and stakeholders;
  • Development of a field documentation plan and shot list;
  • Interviews with selected stakeholders and beneficiaries;
  • Filming and photography across the identified project locations and schools;
  • Collection of relevant contextual footage/B-roll;
  • Professional editing, post-production and quality assurance; and
  • Submission of draft products to USDC for review and incorporation of reasonable feedback.
  • The service provider should demonstrate strong capacity in documentary storytelling, human-interest storytelling, interviewing, photography and videography, particularly within development, education or community-based projects.

    6. Ethical and Safeguarding Considerations

  • Given that the assignment will involve documenting children, the service provider must adhere to appropriate child safeguarding, protection, informed consent, confidentiality and ethical photography/videography standards.
  • The consultant will be required to:
  • Obtain appropriate consent before photographing or filming children and other participants;
  • Ensure that children are portrayed with dignity and respect;
  • Avoid content that could expose children or other vulnerable persons to harm, stigma or discrimination;
  • Respect privacy and confidentiality; and
  • Comply with USDC’s safeguarding and ethical documentation requirements.

    7. Duration and Timeline

  • The field documentation is expected to be completed within a maximum of three (3) days in Yumbe District.
  • The final edited and approved products should be submitted to USDC within two (2) weeks of completion of the field documentation activities.
  • The proposed schedule should therefore clearly indicate:

    8. Required Qualifications and Experience

  • Interested service providers/consultants should demonstrate:
  • Proven experience in professional photography and videography;
  • Demonstrated experience in documentary and human-interest storytelling;
  • Experience documenting development, education, disability inclusion, community or social-impact programmes is an added advantage;
  • Strong interviewing and storytelling skills;
  • Experience working with children and vulnerable communities, with a good understanding of safeguarding principles;
  • Access to appropriate professional photography, videography, audio and editing equipment;
  • Ability to work within tight timelines and deliver high-quality outputs; and
  • At least three relevant examples of previous photography/video documentation assignments.

    9. Requirements for Submission of Quotations

  • Interested service providers are requested to submit a quotation/proposal containing:
  • Technical proposal, outlining the proposed approach and methodology;
  • Financial quotation, clearly indicating the total cost of the assignment and applicable taxes;
  • Proposed work schedule;
  • Brief profile/CV of the consultant or company and key personnel;
  • Evidence of relevant previous assignments;
  • Links to at least three samples of previous documentary/video work;
  • Details of the equipment and technical capacity available;
  • At least three relevant references; and
  • Confirmation of availability to undertake the assignment within the proposed timeframe.
  • The financial quotation should, where applicable, clearly indicate costs related to professional fees, transport, production and any other associated costs.

    10. Ownership and Use of Materials

  • All photographs, video footage, interviews and final products generated under this assignment shall remain the property of Uganda Society for Disabled Children (USDC) and shall be provided in agreed digital formats.
  • The service provider shall not publish, distribute or otherwise use the materials for purposes other than this assignment without prior written approval from USDC.

About us

Uganda Hands for Hope works with vulnerable children and families who live in temporary urban settlements, especially from Namuwongo slum. Namuwongo slum is the 2nd largest slum area in Kampala and is known to have at least 11,000 residents, some estimate that this figure is as high as 30,000 at times. Many of the residents are refugees from Northern Uganda and DR Congo, and from rural Uganda looking for work. Estimates show that over 50% of the population of Namuwongo are children. Families regularly number over 6 people and the vast majority of houses are a small single room made out of mud. The slum boarders a swamp which means when there is flooding houses are often swept away, more often than not resulting in deaths in the community. The slum itself is an extremely dangerous place for children. Alcoholism in men is rife and sexual exploitation and prostitution is common. Clean water is accessible, but the hygiene levels are extremely poor with untreated medical conditions an everyday problem. There is no effective sewerage system meaning that every time there are heavy rains sewage flows through the streets of the slum. Uganda Hands for Hope works in the community, targeting the most vulnerable children and families of Namuwongo. Each year we identify 26 of the most vulnerable children (aged 3-5) and place them in our nursery school. Our programme is funded by individual sponsor. Sponsorship money pays for an education for the children, free medical health care, 2 essential meals a day, livelihood projects for the community, health awareness days, HIV/AIDS awareness day and other community projects.Uganda Hands for Hope is a small non-profit organisation working with the residents of Kampala's informal urban settlements.
