PROGRAM/ DEPARTMENT SUMMARY:Mercy Corps has been present in Uganda since 2006, focusing its interventions on economic and agricultural development, maternal child health and nutrition, governance, conflict management and humanitarian response. In 2017, Mercy Corps had an impact on almost 1 million beneficiaries in Uganda through our work focusing on building resilience and enabling economic growth, improving opportunities to attain better health and nutrition, and improving governance and conflict management. Common themes include community engagement, inclusive development, gender, and working in partnership with local government, the private sector and civil society actors.GENERAL POSITION SUMMARY:The Apolou Activity is providing conditional, restricted and unrestricted paper or e-vouchers and e-cash to its program participants. This includes commodity restricted transfers, subsidies for development products (Assets, seeds, tillage etc.) and cash. Initial transfers will focus on nutrition transfers to pregnant, lactating women and children under two years, with the possibility to scale up in other sectors and to other populations. The Resource Transfer Officer will be responsible for the quality of implementation within their district, reporting to the Resource Transfer Manager, who will have overall oversight of RT Activities.ESSENTIAL JOB FUNCTIONS:

Strategy & Vision

● Plan and ensure the effective implementation of resource transfer programming within the District● Support development of training materials for team members, participants and vendors and roll out of relevant training for the District under guidance of RT Manager

Program Management

● Oversee resource transfer startup, beginning with pilot nutrition transfers then scaling to nutrition transfers in assigned District● Establish merchant networks for restricted transfers and cash out points in key communities through identification and capacity building of local vendors in assigned district● Notify RT Manager of field operation challenges and support with problem solving● Implement Community Accountability and Reporting mechanism at vendor and community level, including complaints tracking and resolution system in Assigned District● Enforce implementation of Standard Operating Procedures in order to mitigate risks of fraud and/or corruption.● Support data collection and verification for M&E system for Resource Transfers,● Oversee participants’ registration, vendor needs, and participants’ graduation● All other duties as required

Team Management

● Support team of Resource Transfer Assistants assigned to district- Promote team accountability, communicate expectations and provide constructive feedback via support supervision visits● Work with program teams to ensure that participants are effectively targeted according to established vulnerability criteria.● Work with District team to submit work plans, procurement plans, cash projections, movement plans, etc., for RT teams in the District

Finance & Compliance Management

● Ensure compliance with donor and Mercy Corps regulations, particularly cash and in-kind distribution protocols and participants’ protection.

Influence & Representation

● Establish strong relationship with local government, gaining buy in and building local government capacity to oversee resource transfers● Support Manager in documenting best practices in resource transfers to influence external stakeholders to move towards market-based solutions instead of in-kind distributions● Communicate effectively to ensure overall project targets and donor obligations are met.ETHICS AND INTEGRITY:· All Mercy Corps staff are expected to behave ethically and demonstrate highest integrity in their professional and personal life. Mercy Corps has zero tolerance to any form of fraud, corruption, abuse, harassment or exploitation. Any breach of our policies or misconduct will lead to disciplinary action or may lead to termination.KNOWLEDGE AND EXPERIENCE:● Bachelor’s degree Business Studies, Statistics, Computing or a closely related field with 3 years’ relevant experience in development, implementation, administration and compliance of a field-based international development or humanitarian program;● Experience working with multiple stakeholders to identify participants according to criteria required.● Prior experience implementing distributions is required, preferably in a non-camp setting. Experience with CTP strongly preferred.● Prior experience in managing vendors, electronic platforms and associated technology is preferred● Experience with running assessments, electronic data collection, monitoring and evaluation and other learning efforts required.● Training skills and experience preferred.● Support Supervision skills preferred.● Excellent communication skills, a high level of spoken and written English essential, NgaKarimojong, Dodoth and Pokot language skills a plus.

· The successful candidate will have a proactive problem solving attitude and will pay close attention to detail. S/he will be familiar with using technology for data collection. S/he will be excellent at managing community relations to problem solve and mobilize.
