Background

Following the Transformation Exercise of 2018 UNDP Egypt has aligned its structure to respond to the Country Programme Document (CPD) 2018-2022 and service model. The new Structure introduced reorganizes and consolidates the Programme Team into three thematic clusters, based on the three outcomes within the new Country Programme i.e.:

  • Inclusive Growth and Innovation
  • Environment and Climate Change
  • Gender Equality

A new position of DCD (programme) will be introduced to supervise the Programme team and relieve the Country Director (CD) of routine management and administrative supervision of the Programme team’s processes. This will enable better focus on strategic leadership and programme growth. All team leaders/Assistant Country Directors will bring greater value through enhanced focus on policy advice, partnership building, pipeline management, quality assurance, programme implementation, monitoring and reporting. The strategic and management responsibilities for Results Monitoring and Resources management have now been integrated into the new post of DCD Programme, with the monitoring processes incorporated in the functions of a new position of Results and Resources Analyst.

Post Context

The new design of the post of Results and Resources Analyst facilitates integrated work planning (IWP) by undertaking financial and programme results’ monitoring and performance in a Results Based Management (RBM) framework. Under the guidance and supervision of the Country Director, the Results and Resources Analyst is responsible for coordinating the implementation of, and facilitating conformity with, UNDP standards, policies and methodologies in RBM, comprising monitoring and evaluation, and the planning and management of programme resources. The post maintains a comprehensive overview of programme and and project resources management, entailing monitoring of programme inflows and outflows (core & non-core) as well as management costs for strategic and management decision-making purposes. The incumbent works in close collaboration with the DCD P, ACDs Programme and Operations, UNDP HQs and Regional Hub staff, national officials, technical and project personnel, donors and civil society to deliver products and services for Results’ and financial accountability. Under a matrix arrangement, s/he guides the Programme Management Assistants in Operations in managing project budget revisions.

Duties and Responsibilities

  • Support to Strategic Planning
  • Supports the CD, DCD P and Programme team in the programme planning processes of the country-office by drafting elements of country programme documents, programmatic outcomes, indicators, baselines as well as yearly output targets;
  • Supports CO planning processes related to programme financial resources by implementing the programme-pipeline, resource allocation, planning and management systems,
  • Acts as focal point for UN inter-agency planning, monitoring and evaluation activities;
  • Administers and substantively contributes to workshops related to corporate planning exercises;

  • Advises the Programme team on corporate, programme financial management, budgeting and cost-recovery policies, procedures and practices;
  • Maintains a comprehensive overview of the CO financial sustainability, including both programme inflows and outflows (core & non-core) as well as management costs (with inputs from the concerned units in the CO), for strategic and management decision-making purposes;
  • Facilitates implementation of the programme-pipeline, resource allocation, planning and management systems, supportive of effective management decision-making;
  • Provides hands-on advice to programme staff on multi-year planning, pipeline management and Atlas usage for budgeting, disbursement tracking and reporting purposes
  • Establishes budget and delivery targets based on available data inputs and forecasts;
  • Facilitates the effective and efficient management of programme funds through continuous monitoring of

budget, pipeline and annual delivery targets as well as quarterly resources monitoring and budget approvals. authorized spending limits (ASL) and delivery levels.

  • Prepares and follows up on the consolidated report on Programme Portfolio Pipeline, ensuring balance between resources inflow and outflows and office’s accountability towards set programme financial targets.
  • Ensures maintenance of approval levels to ensure effective programme implementation rates, initiating/requesting budget amendments, clearing – and advising the programme team and Service Center on – required budget revisions;
  • Analyzes requirements and synthesizes proposals to eliminate deficiencies in budget management;

Prepares and provides periodic briefs to management and programme management staff on the financial position of programmes, and suggests specific recommendations to enhance the effective and efficient management of resources.

  • Corporate Reporting, Monitoring and Evaluation
  • Supports the DCD in coordination and consolidation of year-end results-reporting activities, including quality control on corporate compliance with corporate frameworks such as Integrated Work Plans (IWP) and the ROAR, flagging financial issues and updates.
  • Contributes to measurement of UNDP contributions towards development outcomes by providing quality assurance of indicators, facilitating ROAR preparations.
  • Provides technical support and advice to partners and programme teams in the design and implementation of M&E plans;
  • Develops and updates key statistics and data relevant to UNDP’s work, in coordination with programme staff;
  • Provides inputs into final project reports, with an analysis of progress towards expected results;
  • Acts as evaluation focal point, as follows:
    • Maintains evaluation database as per corporate requirements,
    • Coordinates the implementation of, and monitors the country programme Evaluation Plan together with programme/ project management;
    • Supports programme and project teams in commissioning and selecting the appropriate methodologies and tools for project outcome/ thematic/ country programme, and/ or UNDAF evaluations.
    • Reviews draft evaluations to ensure their conformity with UNDP evaluation-quality standards and ensure timely management response to, and office follow up on, all mandatory evaluations and project outcome evaluations reports.
    • Prepares reports, briefs and other such internal documents for UNDP headquarters as required and ensures proper dissemination of evaluation reports findings to concerned stakeholders.
