Background:

Adam Smith International’s Public Finance Management Team is looking to expand our network of Rwanda-based revenue reform and PFM consultants for upcoming assignments with the FCDO’s Public Finance Resource Centre. We anticipate short-duration assignments in the coming months.

We’re looking for candidates across various levels of seniority, with a particular interest in hearing from senior experts with over 7 years of relevant experience.

Role and responsibilities:

While specific roles and responsibilities will be tailored to the nature of an intervention, potential duties may include:

  • Leading and/or contributing to analytical studies and scoping work related to revenue policy and administration reform in Rwanda
  • Programme design and political economy analysis
  • Leading stakeholder consultations and mapping
  • Developing reports and case studies

The exact scope of the work will be discussed with selected candidates based on the specific requirements of each assignment.

Location:

The position is anticipated to be a hybrid position, with the consultant’s home base as a primary location. Fieldwork will be conducted in Kigali, Rwanda.

Requirements:

Candidates should meet the following requirements:

  • Rwandan nationality
  • University degree in relevant fields such as economics, development economics, public policy, or a related discipline
  • Experience in programme scoping and design, political economy analysis, and fiscal and revenue issues in Africa is desirable
  • Strong familiarity with key Government of Rwanda Revenue Institutions, such as MINECOFIN and RRA, is highly desirable
  • Technical knowledge and experience with rigorous social research methods is an advantage
  • Experience in the design of Technical Assistance (TA) programming within the PFM and revenue reform space
  • Experience in conducting research focused on Gender Equality and Social Inclusion (GESI)- is desirable.
