Introduction

The Somali Red Crescent Society (SRCS) and the Norwegian Red Cross (NoRC), key partners in the International Red Cross and Red Crescent Movement, invites qualified consultants or consultancy firms to submit proposals for conducting a comprehensive asset mapping, verification, valuation, and development of a consolidated asset registry for SRCS assets across Somalia and Somaliland.

Purpose of the Consultancy

The primary objective of this consultancy is to establish a verified and consolidated Asset Registry for SRCS by:

  • Mapping all assets across SRCS operational locations
  • Conducting physical verification of existing asset records
  • Identifying unregistered or undocumented assets
  • Valuing land, buildings, vehicles, and major equipment
  • Developing a standardized digital asset registry
  • Strengthening SRCS asset management policies and practices

The results of this exercise will help SRCS improve asset governance, financial accountability, and operational oversight.

Scope of Work

The consultancy will:

  • Conduct asset mapping and identification at SRCS headquarters and branch locations.
  • Perform physical verification of assets, including tagging, geo-tagging, and photographic documentation.
  • Use GPS/GIS tools to map land plots, buildings, and major infrastructure assets.
  • Review asset documentation including ownership titles, purchase records, and donation certificates.
  • Provide professional valuation of land, buildings, vehicles, and significant equipment.
  • Develop a comprehensive digital asset registry compatible with Excel, CSV, and SAGE systems.
  • Recommend improvements to asset management policies and control systems.
  • Conduct training and capacity building for SRCS staff on asset registry maintenance and verification procedures.

Eligibility Criteria

Qualified consultants or firms must demonstrate:

  • Proven expertise in asset mapping, verification, and valuation assignments.
  • Experience using GIS/GPS mapping tools and digital asset management systems.
  • Experience working in humanitarian, NGO, or public-sector environments.
  • Strong technical team including valuation experts, GIS specialists, and data management professionals.
  • Experience working in Somalia, Somaliland, or similar complex operational contexts will be considered an advantage.
