Position Title: Risk and Compliance Officer

Context:

Under the overall supervision of the Chief of Mission and direct supervision Head of Resources Management, the Risk and Compliance Officer will be responsible and accountable for providing risk and compliance review for the Country Office in accordance with IOM rules, regulations, and procedures.

Core Functions / Responsibilities:

  1. In coordination with the Head, Resources Management Unit (RMU), strengthen the internal control mechanisms by reviewing, documenting and streamlining approval processes including control of accounts and cash management.
  2. Track expenditures, check and verify financial transactions, in accordance with IOM rules, regulations, policies, procedures and accounting practices; and escalate any inconsistencies to the Head of RMU on potential issues with financial or operational risk when satisfactory information is not obtained.
  3. Check compliance of programme’s operations with IOM rules, regulations and policies, facilitate the implementation of corporate operational strategies, and monitor achievement of results.
  4. Facilitate Implementing Partner (IPs) finance briefing and support capacity building of IPs to enhance financial reporting. Perform IP verification visits as necessary.
  5. Support the Head of RMU by checking the Country Office’s (CO) compliance with IOM and donor’s rules, regulations, policies and strategies; and contribute to the proper design and functioning of the financial resources management system.
  6. Support in reviewing the critical processes and methodologies which the CO performs by providing inputs to the Head of RMU to enhance processes and facilitate proper record keeping and response to Audits.
  7. Assist with audits and verifications and other ad-hoc reports and ensure that required documentation is available in a timely and effective manner.
  8. Perform preliminary analytical reviews and continuous monitoring of quality of services and process controls.
  9. Review existing business processes and propose improvements to higher-level staff to improve efficiency of operations and the full utilization of the Enterprise Resource planning (ERP) system.
  10. Ensure adequate application of IOM’s administrative instructions and application of internal control procedures to safeguard the Organization’s assets, control cash and prevent fraud. Alert the supervisor in a timely manner of unusual or irregular transactions, and of any delays impacting timely reporting.
  11. Apply various systems and tools to ensure adequate internal controls and zero tolerance for misconduct throughout projects implementation.
  12. Coordinate the preparation of donor financial reports in accordance with IOM regulations and established procedures.
  13. In coordination with Head of RMU coordinate the development and maintain the RiskRegister Matrix for the CO.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Administration, Economics or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in finance, accounting or financial and operational management services; and,
  • Experience with ERP systems (Oracle, SAP) is highly desirable.

Skills

  • Knowledge of IOM/United Nations (UN) regulations, policies and procedures;
  • Knowledge of International Public-Sector Accounting Standards (IPSAS);
  • Ability to prepare concise and clear reports;
  • Ability to analyse data; and,
  • Good organizational skills.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
