Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Context:

IOM supports the Ministry of Health (MoH) to strengthen health service capacity at the border points to effectively prevent, detect and respond to the infectious diseases and other public health threads. IOM provides; integrated surveillance and disease control training for the frontline health staff working in border areas, necessary medical and health commodities for the border posts, analyses and reports on population mobility trends in priority health zones to inform preparedness efforts, as well as risk communication assistance to sensitize cross border population and neighbouring communities. IOM is an active partner of the Ministry of Health in supporting Point of Entry (PoE) Surveillance during outbreaks, including the current 10th Ebola outbreak in North Kivu (2018-2019).

Under the overall supervision of the Migration Health Programme Manager and Chief of Mission in close coordination with the relevant units in IOM Kinshasa and direct supervision of the Migration Health coordinator, , the successful candidate will be responsible and accountable for implementation of the Risk Communication and Community Engagement (RCCE) component of the Ebola outbreak response projects. S/he will be responsible and accountable for coordinating the design and implementation of the RCCE activities including strategy development, development of guidelines and resources, and design of messages.

Core Functions / Responsibilities:

  1. Contribute to the development of IOM’s Risk Communication and Community Engagement (RCCE) strategy, in close collaboration with the M&E officer, national program officers, field assistants, and senior field assistants.
  2. Work alongside the field teams to develop plans to strengthen risk communication at points of entry and control and community engagement.
  3. Monitor implementation of all RCCE activities and provide operational and technical support.
  4. Identify and design community engagement activities targeting different high-risk and vulnerable groups as transport agencies, taxi drivers, traders, and frequent travelers.
  5. Develop presentations, guidelines, tools, and other resources to support the implementation of activities.
  6. Coordinate with the Ministry of Health (MoH), RCCE commission and other key actors in development and adaptation of communication messages focusing on population mobility, disease transmission and travel, and Points of Entry/Points of Control (POE/POC) activities.
  7. Review proposals submitted by non-governmental organizations, media outlets, and other actors to support RCCE activities and provide recommendations for potential implementing partners.
  8. Coordinate interpersonal communication and risk communication trainings of IOM staff and frontline workers.
  9. Establish linkages with community feedback/complaint mechanisms; analyze data and identify solutions or adjustments to programming.
  10. Represent IOM through active engagement in risk communication and community engagement commissions at national and sub-national levels.
  11. Undertake duty travel related to monitor program implementation, address challenges, and coordinate with other actors.
  12. Contribute to periodic reports for the donor on Programme delivery, including interim and final reports to donors.
  13. Perform such other duties as may be assigned by the supervisor.

Required Qualifications and Experience:

Education

• Master’s degree on social sciences or health related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in communication or social sciences or health related field from an accredited academic institution with at least four years of relevant professional experience.

Experience

• Experience in RCCE activities in humanitarian context;

• Previous experience in international organization is an advantage;

• Programmatic field experience in RCCE; including planning, implementation and analysis of technical RCCE interventions;

• Familiar with Ebola response activities, the health sector in the region and/or other similar resources-limited contexts is an advantage.

Languages

For this position, fluency in French is required (oral and written). Working knowledge of English is an advantage.
