Job Description

We are looking for a highly capable project manager with proven experience in stakeholder management and grant funding compliance.

Rwanda will be reducing and eventually eliminating seed imports in the near future and is, therefore, investing heavily in domestic seed production. One Acre Fund is excited to be part of this initiative and is partnering with three Rwandan Seed Production Companies, an international seed company, and the Rwandan government to quickly scale up domestic production of hybrid maize varieties through forming a consortium of seed players. This program has the potential to provide hybrid seed access to one million farmers and generate tens of millions of dollars of impact via increased harvest for Rwandan farm households.

The Compliance & Communication Associate will bring a wealth of stakeholder management and grant funding management to this consortium of seed actors in the Rwanda market. You will ensure that our activities are compliant with our funding agents and are reported in a timeline and effective manner. You will also be responsible for the success of the consortium through managing effective intercompany communications.

Specific responsibilities include, but are not limited to:

  • Biannual partnership meetings for core partnership
  • Organizing a farm visitor calendar for key stakeholders
  • Responsible for overall coordination and management of project activities implemented by partners in support of the project objectives
  • Work closely with the consortium members and sub-grantee project coordinators for day to day implementation of the project activities and implementation modalities.
  • Ensure activities are implemented according to work-plans and budgets and are executed in line with donor requirements and compliance regulations
  • Coordinate/facilitate and manage the day-to-day implementation of the Seed project
  • Work closely with seed partnerships team, business development and implementing partner staff in setting out clear and transparent reporting criteria and schedules; and ensure they are achieved
  • Participate in coordination forums, meetings, networks, and ensure project operations are aligned and coordinated with similar efforts of the consortium partners
  • Provide regular updates on project implementation status to the seed partnerships team and business development team,
  • Regularly monitor potential risks and project implementation challenges and work towards proactively seeking solutions in collaboration with all project staff and consortium members
  • Promote experience sharing and cross-learning among the implementation partners;
  • Take responsibility for compiling monthly, quarterly and annual reports and action plans of the project as per grant award letter, in collaboration with sub-grantee representatives
  • Represent OAF at national and district forums; seed task force meetings; sectoral coordination meetings; and other relevant engagements and update the rest of the team on the outcomes of such meetings;
  • Promote and maintain a good partnership with stakeholders in the spirit of mutual respect, equity, transparency, and complementarity;
  • Ensure adherence to donor guidelines, OAF internal control procedures as well as financial management guidelines in the course of the utilization and management of organizational resources;
  • Ensure project resources are used only for the intended purpose with maximum possible efficiency;
  • Manage and regularly monitor the budget utilization status of the seed project, and make sure prior authorization is secured from relevant authorities in the case of over and under expenditure

Qualifications

Specific qualifications include, but are not limited to:

  • Strong work experiences: Minimum of 4 years of work experience in international development with a good understanding of project management and coordination. A proven track record of grant funding management or coordination would be considered a great asset.
  • Professional/technical skills:
  • Excellent interpersonal skills build good relationships with internal and external stakeholders and maintain effective collaboration with all staff,
  • Excellent written & presentation skills
  • Knowledge and understanding of Rwanda seed sector policies and standards,
  • Excellent computer skills: Microsoft Office, MS Project,
  • Fluency in Kinyarwanda and English is vital,
  • Ability to manage a complex and demanding workload
  • Previous experience in grants management or budget management & administration would be ideal
  • Project management – including experience organizing and running stakeholder meetings

One Acre Fund is a nonprofit organization that supplies smallholder farmers in East Africa with asset-based financing and agriculture training services to reduce hunger and poverty. Headquartered in Bungoma, Kenya, the organization works with farmers in rural villages throughout Kenya, Rwanda, Burundi, Tanzania, Uganda, and Malawi.

Using a market-based approach, One Acre Fund facilitates activities and transactions at various levels of the farming value chain, including seed sourcing and market support. In 2015, farmers who worked with One Acre Fund realized a 300% return on their investment and significantly increased farm income on every planted acre.

One Acre Fund offers smallholder farmers an asset-based loan that includes: 1) distribution of seeds and fertilizer; 2) financing for farm inputs; 3) training on agriculture techniques; and 4) market facilitation to maximize profits. Each service bundle is around US$80 in value and includes crop insurance to mitigate the risks of drought and disease.

To receive the One Acre Fund loan and training, farmers must join a village group that is supported by a local One Acre Fund field officer. Field officers meet regularly with the farmer groups to coordinate delivery of farm inputs, administer trainings and to collect repayments. One Acre Fund offers a flexible repayment system: farmers may pay back their loans in any increment at any time during the growing season. Beyond their core program model, One Acre Fund also offers smallholder farmers opportunities to purchase additional products and services on credit. These include solar lights and reusable sanitary pads.
