Introduction

‘Water for Lakes’ (WfL) is a project which is a multi-year initiative funded by the Government of the Netherlands to support integrated land and water resources management in the Republic of South Sudan. This program is funded by the Dutch Government and its implementation has been awarded to Mott MacDonald. Euroconsult Mott MacDonald BV signed a contract in November 2013 with the Embassy of the Kingdom of the Netherlands in Juba to implement and support WfL in the three states of the Greater Lakes region in South Sudan. WfL aims to contribute to national security and reduce dependency on food aid by using water provision as an entry point for economic development. The programme started on the 1st of November 2013, and the programme will end in October 2019.

For the implementation of this project, Mott MacDonald is looking for suitable candidates for the position of SWIS Expert beginning in February 2019 with a total input of approximately 160 days (several missions) up to end of October 2019.

Job Description

In close collaboration with the Team Leader, SWIS software expert, the by the state government seconded staff to the project for the SWIS component and the government drilling supervisors/ construction supervisors, the SWIS expert will:

  1. In charge of the hardware (construction) and CLTS activities of the SWIS component, and as such:

a. Guide the seconded SWIS expert in their duties (among others frequent monitoring visits)

b. Develop a monitoring schedule for all government construction supervisors and guide them in their tasks

c. Be the first point of contact for all contractors and small contractors doing remedial works (mainly drilling contractors)

d. Guide the contracted Community Support Organizations (CSOs) in their CLTS duties

e. Review field/ monitoring reports of all staff/ partners;

f. If needed, develop remedial actions (if needed) and discuss these with the contractor

g. If and when needed develop and provide training for the above staff members/ partners

  1. Responsible for getting to understand the water resource systems particularly related to groundwater and affordable, and sustainable abstraction technology for drinking water supplies and improved sanitation;
  2. Responsible for designing and guiding interventions in construction and operation and maintenance of drinking water infrastructure (mainly hand pumps but also solar powered water yards); Solar powered water yards require a lot of attention to prepare them for full functionality and hand-over
  3. Contribute to the exit-strategy for future maintenance modalities for solar powered water yard maintenance and general availability of and access to spare parts for the communities for all water points
  4. Contract management of all contractors, including:

a. Review all invoices (Interim and Final Payment Certificates) and based on reports of staff members/ partners provide approval of invoices

b. Develop remedial actions plans if and when needed

c. Keep up to date contract monitoring overview that easily can be shared

d. Keep together with Finance Manager a financial overview of payments and expected payments

  1. Conduct frequent field visits to remote areas with extremely bad roads. Field visits are needed for:

a. Verification of work done and commissioning

b. Verification of requested rectifications before the end of the liability period

  1. Perform any other duty as appropriate in relation to the work as required and as requested by the international team leader.

Qualifications and Competences

The successful candidate has:

● A minimum of a B.Sc. in Civil Engineering and preferably a M.Sc. degree in relevant discipline;

● A minimum of 10 years similar professional experience, including contract/ construction management in preferably the Water, Sanitation and Hygiene (WASH) sector;

● A minimum of 5 years practical experience in similar environments (preferably South Sudan or the region);

● Experience in design, installation and O&M of solar powered water systems

● Experience in management of a small team

● Good and timely report writing and good communication skills (in English);

● Excellent MS Office and in specific MS Excel skills.
