MSF Eastern Africa is the regional institutional office of MSF. It focuses on representation and networking, recruiting and supporting staff from the region, communications and fundraising, as well as working on other dossiers of importance to MSF such as Diversity, Equity and Inclusion (DEI), Data Protection, mutualization, training, medical operational support and environmental health.

Rationale/Objective for Position

The Safety and Security Analyst has a responsibility on safety and security matters, including conducting safety & security risk assessments at HQ and missions on request, staff training, briefing and provide adequate equipment and support, respond to safety & security incidents and ensure they are timely and accurately managed and reported.

The Analyst will also be responsible for developing and generating Safety and Security related analysis and reports. In collaboration with the Head of the ASA Unit the Safety and Security Analyst will develop policy, framework, protocols and templates in line with MSF’s strategy and humanitarian principles. Additionally, the analyst will provide capacity-building and strengthening learning and development to achieve a holistic and inclusive management strategy and approach to safety, and security.

The Safety and Security Analyst will regularly monitor the safety and security situation in Kenya and Eastern Africa. They will gather input and feedback, triangulate information, assess the reliability of sources, and produce both written and visual analysis and insights to enhance general awareness and support management decision-making.

This position will be hierarchically and functionally accountable to the Access and Security Unit Lead.

Tasks & Responsibilities

Strategic Responsibilities

  • Actively participate in the development and review of the ASA Unit strategic framework and annual plans related to safety and security.
  • Develop safety and security analysis framework to enhance HQ, mission and project level security culture, analytical skills and capacities.
  • Provide strategic development and support to MSF OCs and the senior management of the operations on security and context developments, identifying opportunities and carrying out future-looking risk analyses and trends.
  • Develop crisis response mechanisms and implement contingency plans.

Technical and Operational Responsibilities

Safety and security analysis:

  • Generate and disseminate regular safety and security analysis reports of the most recent trends and relevant information in a concise and engaging way, focusing on contextual dynamics in the region and country specific.
  • Develop and promote a conflict-sensitive mapping and response mechanism, build capacity of field teams on conflict sensitivity principles, analysis and reporting.
  • Support missions on request for safety and security related thematic-topics with evidence -based analysis and recommendation.
  • Support internal process aiming at anticipatory action (risk monitoring for early warning and early action, forecasting exercises, scenario building).
  • Regularly assess and report on compliance with safety and security policies and procedures and lead initiatives to enhance staff awareness and understanding of safety, security measures and practices.
  • Conduct regular reviews of the safety and security infrastructure and make recommendations for improvements to enhance the safety and security of staff and assets.
  • In close work relation with IT/Facilities and OSHA committee: Ensure the installation, monitoring, servicing, and replacement of safety and security equipment in buildings (fire extinguishers, alarm etc.) and maintenance of emergency/contingency stocks. Conduct regular security & safety assessments of the office to identify any vulnerabilities and give appropriate recommendations.
  • Approve security clearances for all local staff undertaking official travel outside Nairobi, via a submitted Field Travel Request forms.

Context Analysis Support

  • Closely monitor contextual developments and map key crisis drivers (deteriorating factors, structural inequalities, response trends, access issues) at local, national, and regional level.
  • Identify and assess key local stakeholders, including government entities and civil society organizations, to understand their influence on context dynamics.
  • Regularly update management and teams on changes in the operational context that may affect safety and security.

Knowledge Transfer and Capacity Building:

  • In collaboration with the Head of the ASA Unit, Training and Learning Unit and other peers in the MSF movement, develop/review training modules, and plan and facilitate, safety and security related trainings.
  • Provide safety and security training for staff, including in-house sessions and ad-hoc training, while identifying ongoing training needs and coordinating with internal and external providers as necessary.
  • Coordinate safety and security drills/simulations for the staff on how to react to various threats and specific to Critical incident management teams (SILT/CIMT)
  • Organize workshops and simulation exercises to enhance the preparedness of teams in responding to security incidents.
  • Provide ongoing mentorship and guidance to field staff, fostering a culture of safety awareness and proactive risk management.
  • Ensure IMS serving MSF movement is equipped with high level understanding of safety and security.

Partnership and External Representation:

  • Engage with partners to share capacity capability, and experience pertaining to safety and security in the region.
  • Liaise with peers and actively participate in meetings at relevant humanitarian fora including the MSF Intersection/Security/Access meetings, NGO Security Focal Points, INSO, NGO Forums at the regional level.
  • Build strong relationships with security agencies and platforms to enhance collaboration on safety and security issues.

Other Responsibilities

  • Serve as the Security Advisor to the Critical Incident Management Team in the absence of the Access and Security Unit Lead.
  • Support CIMT / FIMT teams in case of need, and to be define depending on the context and candidate experience.
  • Gather insights into local customs and cultural factors that may affect context and operational access.

Qualifications

Education

  • A bachelor’s degree in management, Political Sciences, Security or an equivalent qualification from a recognized institution.
  • Technical degree or certification in related Field with significant applicable experience.
  • Fluency in spoken and written English and 1 additional language (Arabic/ French/Portuguese /Spanish) is required. Local regional languages is a plus.

Experience

  • At least ten (10) years of non-profit NGO work experience within international humanitarian assistance programs with demonstrated capabilities in planning, organizing, and executing humanitarian operations safely in the Field.
  • Proven experience in analysis and report writing on context, security and safety issues.
  • Experience working with Think-tank in the region, INSO, INGO forum and similar institutions is an added advantage.
  • Country Director/Project Coordinator experience is an added advantage.
  • Strong experience as a trainer; ability to develop, implement, facilitate, and impart learning.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
