The IRC implements programs to help women and girls live free from violence in over 20 countries affected by conflict and natural disaster. IRC’s Women’s Protection and Empowerment (GBV) global team supports programs, creates opportunities and works in partnerships in pursuit of a world where women and girls are valued members of their communities and live free from violence.
IRC started Gender Based Violence programming in Somalia in 2013, with a capacity building program for local GBV service providers in Nugaal and Mudug Region. Currently, IRC’s GBV programme is focusing on the medical response to sexual assault survivors and case management in Banadir, Mudug and Nugaal Regions.

Major Responsibilities:

  • Support in development of a comprehensive Social and Behavior Change Communication (SBCC) strategy and action plan and take lead in implementing the same during the grant period.
  • Build partnerships and serve as principal liaison between relevant stakeholders and the MoH in the development and implementation of (SBCC) Projects.
  • provide technical assistance, in community sensitization and mobilization and behavior change communications, to the targeted population.
  • Develop a SBCC annual work plan and take lead in implementing all activities therein with guidance from the RH Manager.
  • In collaboration with program team, develop key reproductive health messages to communicate to targeted populations and monitor the same.
  • Identify and pursue advocacy opportunities in order to ensure project success. Such opportunities will include but not limited to radio messages, advocacy forums, and community.
  • Engagement sessions and information education communication materials.
  • Work with other team members to develop, pre-test, and produce communication tools and job aids based on evidence-based theories and methodologies, in line with the SBCC strategy.
  • Work with key stakeholders to develop a comprehensive demand creation strategy and related guidelines and tools that will facilitate the demand creation for different reproductive health services.
  • Work with M&E Coordinator, Officers and HM/RH to monitor and evaluate the progress and impact of SBCC activities on a quarterly basis.
  • Carry out any other activities deemed appropriately by the supervisor.
  • The SBCC Officer will contribute to production and distribution of periodic success stories as well as producing advocacy briefs and leaflets.
  • The SBBC Officer will plan for and lead in advocacy campaigns: Advocacy campaigns will focus of integrated reproductive health services provided in the WISH project.
  • Collaborates with key stakeholders on advocacy and communication work. These will include UNICEF, UNFPA, PSI, WHO and the Ministry of Health.
  • Take lead in discussion and challenges or changes that ought to be made in the area of communication and advocacy and ensure effective remedial measures are taken.
  • Compilation and submission of monthly and quarterly communication and advocacy reports to the RH manager
  • The SBCC Officer will assist coming up with advocacy and communication plans that will involve all beneficiaries and stake holders and ensure the targeted beneficiaries are reached.
  • Will have an active role in supporting the programs objectives and activities, including the development of advocacy work in line with the program objectives so as to reach the targeted beneficiaries.

Qualifications:

  • Bachelor’s degree in health or social sciences and over 2 years of experience in implementing social and behavior change communication programs.
  • Additional training in maternal, child health and FP is an added advantage.
  • Three years working experience in maternal and child health programs
  • Good experience in monitoring and evaluation of programs including report writing and communication skills.
  • Ability to enhance good interpersonal relationship.
  • A good command of both written and spoken English
  • Understanding of Somalia context preferred
  • Females are highly encouraged to apply and will be given priority.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
