The Social and Behavior Change Communication (SBCC) Research and Monitoring and Evaluation Specialist  will be a mid-level position who will assist and support the design, development, planning, and implementation and evaluation of project technical demand generation, marketing and SBCC strategies to increase availability of access to animal source food (ASF) products via a transformative process whereby households in target geographic zones (to be determined) will be assisted to transition from no or limited livestock/ASF production to intensive market engagement and households will be engaged in nutrition behavior change strategies to increase ASF demand.

The Social and Behavior Change Communication (SBCC) Research and Monitoring and Evaluation Specialist will develop strategies and tools for monitoring and evaluating project technical work; assist in the development and implementation of baseline, mid-line and endline assessments and other original research; analyze data sets and technical assessment findings; and develop and monitor work plans. Additionally, the Specialist will provide technical leadership on program knowledge management and will work to ensure evaluation and research findings are shared to inform project implementation.

Qualifications:

  • A minimum university degree (advance degree preferred) in research methods, evaluation and health marketing or related field with 3-5 years of experience in research, evaluation and project implementation monitoring an international health/development, demand generation, marketing, social and behavior change programming and/or project with experience working in Rwanda or other neighboring countries.
  • Significant demonstrated experience in managing a monitoring and evaluation system for internationally-funded health and development project for donor reporting
  • Strong working knowledge of USAID and other health indicators used by USAID to measure project effectiveness and impact
  • Demonstrated experience in relevant market research approaches, data collection and processing methodologies with attention to ensuring data quality
  • Experience in preparing documentation for human subject review and approval
  • Knowledge of ethical review procedures and processes as they apply to Rwanda
  • Experience working with local organizations to ensure effective market research, monitoring and  evaluation
  • Demonstrated relevant technical abilities necessary for high-quality market research and project monitoring and evaluation
  • The Specialist must possess strong demonstrated capacities for spatial analysis including land-cover mapping and the use of geographic information systems
  • At least 3-5 years of experience on a project of similar scope and size
  • Must have demonstrable hands-on experience with a high-degree of competency in MS Excel, SPSS, knowledge management database management and other database software packages
  • Ability to set priorities while multi-tasking, and meet deadlines
  • Proven ability to work as an effective team member
  • Excellent oral/written communication skills in English, French and one or more local languages
  • Demonstrated interpersonal and negotiation skills, and experience working in collaboration with the private sector, government, partners, donors, and NGOs
