OUR TEAM

You will be part of the Oxfam Mozambique Office based in Cabo Delgado in Macomia and Pemba but will also be supporting our field offices in Beira, Quelimane, and HQ in Maputo etc, and will be expected to travel frequently to those places.

JOB PURPOSE

You will be working closely with the Response and Resilience Lead and the rest of the Senior Management team but will be expected to be able to work independently. Additionally, you will be working with the Country Security Focal Point and the Security Focal Points from each of our offices, to coordinate everyday implementation

Key Responsibilities

Analysis

  • Conduct ongoing analysis of the context and developments in relation to security situation.
  • Develop and maintain detailed context analysis and risk assessment (in relation to staff and programmes).
  • Maintain and optimize the use of OSIRIS for patterns and trend analysis.
  • Maintain close contacts with relevant stakeholders to develop a network and build relations with key actors in order to remain abreast of current and future plans to ensure gathering of reliable security information
  • Undertake regular and ad-hoc security assessments as necessary, in order to gather information and analyse the overall security situation in existing and potential areas of intervention.
  • Produce and actively share as appropriate, regular and ad-hoc reports, such as, sitreps, advisories, situational analysis, and risk assessments and make available to relevant stakeholders.

Security systems

  • Support country management staff to develop, update and maintain a security management system which includes a security management strategy (including detailed acceptance strategy) and plan, which allows for continuous updating of security measures.
  • Advise and support the CD with regard to implementing the security management system.
  • Ensure the security management system is in line with existing Oxfam Security Policy, Risk Management policy, protocols and approach.
  • Support the CD and other senior staff to manage country security incidents.
  • Provide crisis management content information to the crisis manager for crisis management response and decision making.

Security/ situational awareness

  • Ensure staff have the security skills and awareness that they need to be effective, by monitoring all staff, and line managers to do the relevant security trainings (to be found at Learning @ Oxfam).
  • Support and coordinate additional and appropriate learning and development opportunities for Oxfam staff.
  • Lead on the development of safety awareness and practice in the programme ensuring implementation and compliance as it relates to safety & security.
  • Review the Security Management Plan (SMP), Welcome Pack, plus field area specific security documents to ensure protocols and procedures are up to date and ensure that updates are available on for all staff to access.
  • Provide thought leadership on risk management best practices, staying up to date with the latest thinking, undertake or organize hazard, vulnerability, capacity as well as emergency needs assessments and resilience research
  • Ensure all staff and visitors receive appropriate security briefings that include reference to all relevant security materials and documents, plus focus on specific measures required of staff and visitors
  • Lead on contingency planning and review, including incident management, evacuation and hibernation, providing support to Senior Management on crisis management, reporting and analysis. Ensure staffs are informed and familiar with procedures.
  • Be ready to manage security incidents as they happen and coordinate with other stakeholders and Oxfam departments to ensure safe programming.
  • Closely coordinate with advocacy/ influencing department to ensure inclusion of political and civic space related risks in country context and risk analysis and planning
  • Develop initiatives to build safety and security preparedness capacities of identified partner agencies
  • Contribute to the COSACA response and provide security risk management support and advice in the planning stages of the Oxfam component
  • Be prepared to provide security risk management support to COSACA partner organisations if required and available to do support.

Capacity Building

  • Support Oxfam Mozambique offices in developing own security guidelines in collaboration with Security Focal Point.
  • Support and mentor Security Focal Point ensuring solid capacity building is taking place.

  • Undergraduate or master’s degree in a related subject or relevant experience.
  • Proven influencing and negotiating skills including with actors in complex circumstances.
  • Knowledge of humanitarian and resilience programs in the field of WASH, EFSVL and Protection, building on mature understanding of relevant issues derived from field practice.
  • Emergency program management knowledge with ability to ensure consistent quality against international and Oxfam humanitarian standards.
  • Commitment to and knowledge of working with networks, coalitions and a partnership approach across the spectrum of Oxfam’s work, including innovative approaches to influence humanitarian actions.
  • Sensitivity to cultural differences and the ability to work in a wide variety of colleagues of various backgrounds.
  • Experience managing security risks on a field level.
  • Ability and willingness to travel to field offices at short notice and in sometimes-difficult circumstances.
  • Committed to Humanitarian principles and Oxfam principles
  • Excellent knowledge of English and Portuguese in speaking and writing is a must.
  • A positive and outgoing attitude.

Desirable

  • Experience in security management field and/or for an NGO.
  • Experience of security management in a challenging and dynamic local context.
  • Experience in security management processes, including delivery of field-based training.
  • Experience in NGO programming activities.
