INTRODUCTION
Acceptance International is planning to provide support to national and international staff and safety and security personnel.
This is in order to provide Safety and Security training, in order to facilitate the implementation of effective and safe programs in the field.
The training aims to equip staff with knowledge and capacity to prevent risks and to adopt good practices on the ground in a crisis situation in order to improve security management.
This training will involve the participation of staff including in Bukavu and in Goma.
OBJECTIVE OF THE TRAINING
The main objectives pursued by this training are:
- To equip participants with the techniques of risk assessment in the workplace
- Provide participants with the necessary tools to prevent and reduce risks and mitigate threats
- Provide participants with methods to analyze situational and security contexts
- Inform participants about preventive measures of the main risks in the humanitarian context
EXPECTED OUTPUTS FROM THE TRAINING
Participants will be able to:
• Identify hazards and problems in each context
• Assess risks and dangers
• Reduce the risk posed by driving, in a hazardous environment
• Determine when risks have become so important to withdraw.
• Analyze situations and contexts to know the risks and threats
• Set up the necessary preventive measures in each context
• Participants will develop a careful attitude on security issues
• Good security practices will now be observed by participants in their day-to-day work
• Participants will improve their ability to share security information and communicate better on security issues
• Participants will contribute effectively to the safety of the organisations activities
REQUIREMENTS
Capability and Experience to deliver the following NGO Safety and Security Training Topics
Personal Security
Personal Risk Assessment and Risk Reduction Understand what threat and vulnerability mean, the link to programming and how to assess real or perceived risk
Incident Reporting Understand the importance of reporting incidents and near-misses, including options for reporting incidents, near-misses and sensitive incidents while maintaining confidentiality.
Programming and Security Understanding the organization’s identity and overall vulnerability due to
presence, programming and operational habits in the participant’s working environment.
Travel Safety and Security Understand vehicle and travel safety including how to prevent and respond
in vehicle related incidents.
Safety Threats In-depth review of safety and how to assess safety risks in specific working environments.
Personal Security in Violent Environments:
This is an intensive, threat-specific level of personal security training. It is for individuals travelling to or based in severe risk environments. It is also for staff on long-term deployments in high-risk environments and permanent staff (international, national and local) in high-risk environments. It includes high- and severe-threat situation-specific information, protocols, more active simulations and scenarios.

KEY TASKS OF THE CONSULTANT
• Prepare the material for safety and security training for humanitarian staff and related presentations, as well as the necessary documentation.
• Organize / facilitate workshops in Goma and 3 days in Bukavu with local and international staff
• Produce the report of the training workshop highlighting the recommendations / priority areas and the short-term, medium and long-term actions that can be taken.
REQUIRED QUALIFICATIONS
We are looking for an International or National consultant with the following profile:
• Proven knowledge and experience in safety training
• Experience in participatory methods or adult education;
• Ability to work within tight deadlines;
• Experience working safely with international humanitarian organizations
• Proven experience in conducting and facilitating a safety training workshop
• Knowledge of the security context in Eastern DRC and conflict dynamics in this part of the DRC is a considerable asset;
• French Language essential
