Overview:

The USAID/Rwanda health portfolio is approximately $84 million (FY24) and is staffed by 24 positions. Besides the
management of a complex and impactful health portfolio with HIV/AIDS, malaria, reproductive health, maternal
and child health, nutrition and global health security programming and bilateral, the country is also a Wave II for
Primary Impact and is managing a pressing mpox response.

On behalf of the USAID/Rwanda team, IBTCI seeks an STTA to provide support for the management of the USAID/Rwanda Health
Office. As a critical member of the Health team, the Senior Advisor, under the guidance of the USAID/Rwanda
Leadership and supervision of the USAID/Rwanda Deputy Mission Director, will support oversight of a complex and
impactful health portfolio and dynamic health team staff.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Advise Health Team in engaging with larger USAID/Rwanda on the CDCS revision.
  • Support on program cycle activities including management of the OP and PPR drafts.
  • Engagement as needed with USAID HQ and other stakeholders on mpox response, strategic communications, PEPFAR planning, and HIV sustainability discussions with Government of Rwanda.
  • Mentorship of FSN to set clear career goals in line with the FSN Empowerment Plan.
  • Provide strategic guidance on the implementation of the Primary Impact Action Plan.

NOTE: The incumbent will not perform other inherently governmental functions or duties (e.g. will not serve as AOR/COR or supervise staff), but rather will advise, mentor, and facilitate as appropriate on the performance of inherently governmental functions on the part of the Office or Mission.

KEY DELIVERABLES:

  • Support and finalization of FY24 operational plan draft, review and finalization.
  • Support and finalization of FY24 PPR draft, review and finalization.
  • CDCS Support.
  • Mpox Response Communications.
  • Monthly RISSA activity status report.

Qualifications

Minimum Requirements:

  • Master’s degree in public health, international health, social sciences or other related discipline and ten (10) years of experience or a bachelor’s degree with sufficient specialized experience.
  • Served as Country Representative, Acting Deputy Mission Director, Senior Advisor, Health and Program Office Director or similar role.
  • Demonstrated experience providing effective leadership in interagency and multilateral space engagement with external partners and local governments, MOH, etc.
  • Knowledge of USAID program cycle and processes, including but not limited to CDCS, OP, PPR, COP and MOP.
  • Strong communication and supervision skills.

Preferred:

  • Preferred experience representing USAID/Embassy in national coordination, donor and interagency forums as applicable.
  • Previous experience in Rwanda preferred, including demonstrated in-depth knowledge of working with the GOR and MOH if possible.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile or conflict prone zones.
