Job Responsibility # 1: Planning and Implementation

·         Ensure that CD project activities are planned and implemented in accordance with the procedures and principles as adopted in the general agreement Pact entered with partners

·         Ensure that CSSP 2  receives the necessary professional, administrative, financial and other support for the implementation of CD project activities

·         Continuously evaluate the appropriateness of the capacity development project activities of CSSP 2  and suggest refinements and improvements as required to his/her supervisor

·         Responsible for the implementation of projects in timely and cost effective manner and ensure compliance with the terms and conditions of the agreement which Pact Ethiopia entered with partners and donor

·         Follow adherence to Pact organizational policies, procedures and guidelines

·         Contribute for the develop work plans at project level

·         Prepare comprehensive and detailed terms of reference (TOR) for consultancy services

·         Support the facilitation of quarterly review meetings with Partners and Pact implementing team

·         Comply with organizational filing and documentation processes

 

 

 Job Responsibility # 2: Monitoring and Evaluation

 

·         Ensure that CSSP 2 project receives the necessary professional, administrative, financial and grant related support for successful implementation of program activities according to the approved plans and schedules

·         Conduct continued monitoring of capacity development related activities and budget utilization status of partners and ensure that CD activities are done in accordance with terms and conditions entered with Pact/DFID/BC in general and in accordance with the specific work plan

·         Participate and assist in  the coordination of joint (with various departments/units  of Pact) field monitoring visits

·         Lead discussions around the M&E  plan as it  relates to CD contributions ( output, outcome and impact). This should also include  some level of debate around the wider project learning agenda and  theory of change  and  the extent to which our  CD approach and/ or interventions have  contributed to project success or achievement of   outline   results.

·         Participate in regular monitoring visits to partners and Pact implementing teams, produce reports and disseminate  action points to appropriate staff for follow up

·         Ensure the revision of monitoring and evaluation framework as project learning takes place.

·         Ensure collection of data regularly following agreed procedures for data management and reporting.

·         Coordination

·         Assist in the coordination of operational activities of projects

·         Participate in regularly scheduled or ad hoc meetings as and when deemed

necessary

·         Participate in coordinated monitoring visits as and when deemed necessary

 

Grant Management

·         Participate in the development of sound selection criteria and guidelines for identifying partners and document the decision making process by collaborating with the grants unit and project staff

·         In collaboration with finance and grants units, participate in relevant  pre-award activities

·         Participate in discussion and decisions made by program unit and grants unit on appropriate granting mechanisms and understand and adhere to Pact’s global grant related policies and  guidelines

·         Provide advice and guidance to partners with regards to technical, human, commodity and financial matters and reporting requirements.

·         Participate in relevant  meetings to review grant reports and matrix on a monthly basis and document action points and follow up the implementation of these action points as  agreed

·         Identify and report on the needs of partners (technical or  OD related)

 

Job Responsibility # 3: Capacity Building and Technical Support

 

·         Conduct OCA/Re-OCA or lead self – assessment processes (using refined tools) for partners of CSSP 2  ( CSO and Government)

·         Assist the wider  team in identification of  subsequent ISP per partner  and  technical support for the wider project ( formulating    an overall  CD plan for the project and its partners)

·         Organize and facilitates training and mentoring as per the agreed  CD plan of CSSP project

·         Plan and facilitate the preparation or refinement of relevant training material  necessary for the implementation of the CSSP project

·         Provide technical support to partner organizations

 

 

Job Responsibility # 4: Representation, Documentation and Reporting

 

·         Host representatives and visitors to partner/ project sites

·         Establish and organize proper documentation system to collect and hold substantial information about the project and more specifically CD related activities

·         Submit reports on project activities and other matters in accordance to the schedules and formats as adopted in the general agreement Pact Ethiopia entered with partners

 

Job Description #5. Strategic Planning and NBD

·         Participate in the formulation of strategic and policy decisions related to the design, development, implementation and evaluation of CSSP 2 projects implemented by BC/Pact

·         Contribute to discussions about the appropriateness of  project activities and/ or approaches and propose changes for improvement

·         Participate in discussions about project and platform related activities contributing towards the fulfilment of the country strategic objectives

·         Participate in the identification, formulation and pursuance of new business development opportunities within the CD platform

·         Participate in NBD designs and formulations to contribute to project learning and innovative approaches

 

 

Job Responsibility # 6: Other functions

 

Contribute to the formulation of  a  CD work plan at  project and or organizational level combining the needs and priorities  across different  projects and  identifying opportunities for  exchange of CD  staff  based on relevant experience  and skills

Perform other CD duties as per the  requests of other projects with the joint consent of  line manager and  Country Director

Conduct other  CSSP project related activities that may be assigned to him/her by the supervisor

Job Requirements

A/ EDUCATION/TRAINING

  • First Degree or Masters in Sociology, Management, Education, Economics or in related fields.

 

B/ EXPERIENCE

  • At least 8/6years of relevant CD experience

 

C/ TECHNICAL SKILLS:

  • Experience in managing and administering projects
  • Technical skills relevant to the capacity building
  • Ability to develop and maintain strong relationships with partners
  • Demonstrated skills of working effectively as part of  a team
  • Good interpersonal communication skill and ability to effectively liaise with staff, government and other stakeholders
  • Fluency in written and spoken English
  • Demonstrated analytical and report writing skills
  • Excellent written and oral communication
  • Ability to perform and prioritize multiple tasks
