The Opportunity

Abt Global seeks a senior consultant to support the Ministry of Health and Social Services (MOHSS) in Namibia align key primary health care policies, guidelines, and strategies. This assignment is part of the Community Health Workers (CHW) Activity being implemented in Namibia under the USAID-funded Local Health System Sustainability Project (LHSS). The Project aims to help low- and middle-income countries transition to sustainable, self-financed health systems as a means to support access to universal health coverage. We work with partner countries and local stakeholders to reduce financial barriers to care and treatment, ensure equitable access to essential health services for all people, and improve the quality of health services. Led by Abt Global, the six-year, $251 million project will build local capacity to sustain strong health system performance, supporting countries on their journey to self-reliance and prosperity.

LHSS will support the MOHSS review and align core community-based health care (CBHC) policy, guideline, and strategy documents. Specifically, these include the National CBHC Policy, Guideline for Implementing CBHC Policy, and the Costed National Community Health Workers Strategy. The overall purpose of these documents is to guide the implementation of CBHC program activities to achieve community-based healthcare services provision. As the consultant, you will be responsible for working closely with the CHW Activity Lead in Namibia and MOHSS counterparts leading CBHC initiatives to consult with relevant stakeholders, review the existing draft documents, and produce validated, final versions of the documents for formal adoption by the MOHSS.

This contract is anticipated to be two months in duration, from October until November 2024, with an estimated 20 working days.

Core responsibilities:

Conduct a comprehensive review of the National CBHC Policy, National CBHC Policy Implementation Guideline, and draft National CHWs Strategy to ensure alignment in purpose, objectives, priorities, and activities across all three documents

  • Review other relevant MOHSS policies and strategies to ensure the National CBHC Policy, National CBHC Policy Implementation Guideline, and draft National CHWs Strategy are harmonized with other MOHSS governing documents
  • Document and share incongruences identified among the National CBHC Policy, National CBHC Policy Implementation Guideline, and draft National CHWs Strategy
  • Engage with MOHSS CBHC team to resolve potential incongruences among the three documents and validate final versions of the document
  • Develop communication products to support the rollout and dissemination of the three CBHC documents, including a policy brief and a PowerPoint presentation deck

Desired qualifications and competency

Advanced degree in Public Health, Health Administration, Health Policy, International Development, Health Sciences, Human Resources for Health, or a related field.

  • At least 10 years of experience in health systems strengthening, HR management, and human resources for health.
  • Previous experience working with Ministry of Health and Social Services
  • Proven track record in developing policies, strategies, and monitoring and evaluation frameworks in the Namibian context
  • Strong understanding of the health system and policy environment in Namibia (both government and private sectors)
  • Excellent analytical, communication, and stakeholder engagement skills
  • Strong technical writing skills
