Project Description

Provide leadership and management for FHI 360 Mozambique programs and projects in grants and contracting, including contracts with consortium partners and agreements with funders and sub agreements management with implementing agencies.

Job Summary

  • Provide overall management, guidance and coordination of contract and grant activities, including oversight management and control of grant staff as well as contract negotiation, reporting and monitoring of implementing agencies.
  • Take lead in the interpretation of funding regulation to ensure that all FHI 360 Mozambique policies and procedures and Federal Government and other Funder procurement and contracting requirements are met for sub-agreement and subcontracting activities.
  • Assess C&G and procurement priorities, needs and capabilities and develop an annual work plan.
  • Lead ongoing monitoring, support and liaison with regional office to ensure the organization’s systems and staff can respond to new donors’ regulations.
  • Take lead in pursuing strategies to improve award management in FHI 360 Mozambique through knowledge management and replicating best practices and tools.
  • Contribute to the continuous efforts to improve the organization management information system from a C&G and procurement perspective, to ensure that it remains relevant and responsive to internal and external needs.
  • Prepare specific staff training programs to increase staff knowledge and understanding of relevant C&G and procurement matters; coordinate with HQ C&G for tools, manual and support, providing a field perspective on needs.
  • Provide guidance and lead negotiations in collaboration with other stakeholders on master agreements and supply service agreements.
  • Develop and ensure implementation of procedures and systems for FHI 360 contracts and procurements at country and provincial office levels.

Knowledge, Skills & Attributes:

  • Ability to assess C&G and procurement priorities, needs and capabilities and develop an annual work plan.
  • Expert knowledge of budgets and contracts.
  • Take lead in pursuing strategies to improve award management and procurement systems in FHI 360 Mozambique through knowledge management and replicating best practices and tools.
  • Represent FHI 360 to external organizations at professional meetings and conferences.
  • Develop and maintains collaborative relationships with donor organizations, relevant government agencies, bilateral and other NGOs.
  • Work independently on several projects with minimal supervision.
  • Written, verbal, and organizational skills.
  • Relevant computer software skills.
  • Demonstrated technical knowledge and experience, including management of assigned personnel and budgets.
  • Sensitivity to cultural diversity and understanding of the political and ethical issues in assigned area.

Qualifications

  • BS/BA in Business Administration, Accounting or relevant field and a minimum of 9 years relevant experience with at least 5 years in international development programsor MS/MA in, Business Administration, Accounting or relevant field and a minimum of 7 years relevant experience with at least 5 years in international development programs.
  • Demonstrated success in multicultural environments is required.
  • Experience and good working knowledge of Funder contracting and procurement regulations is required.
