JOB SUMMARY

The Senior Director of Finance and Administration will join BOMA’s Senior Leadership Team (SLT) and will report directly to the Chief Operations Officer (COO). The role will oversee the financial and administrative functions of the organization, ensuring alignment with BOMA’s mission and compliance with donor regulations and internal policies. This position will manage both strategic and operational financial activities, leading the organization towards financial sustainability and operational efficiency. The role will also supervise the Director of Finance and Administration and the Senior Finance Manager – Projects.

Key Responsibilities and Outcomes

Strategic Financial Leadership and Sustainability

  • Develop and implement comprehensive financial strategies that drive both short-term and long-term organizational growth, ensuring BOMA’s mission is fully supported by sound financial planning.
  • Provide leadership in the creation of multi-year financial forecasts, ensuring that BOMA is well-positioned to meet evolving donor requirements while sustaining its programs and operations.
  • Deliver strategic insights and recommendations to the Executive Committee (EXCOM), enabling informed decision-making that optimizes financial performance across all business units.
  • Collaborate with the Senior Leadership Team to identify financial opportunities for sustainability, enabling BOMA to grow its programs, expand its impact, and reduce dependency on a limited pool of donors.
  • Actively contribute to broadening BOMA’s funding base by supporting the development of new funding proposals, ensuring that financial inputs are accurate, realistic, and aligned with donor expectations.
  • Foster a culture of financial innovation, continually identifying ways to streamline financial processes and reduce costs without compromising on quality or operational effectiveness.

High-Quality, Accurate Financial Reporting

  • Ensure the delivery of accurate and timely financial reports to donors, senior leadership, and key stakeholders. This includes monthly management accounts, pipeline reports, donor reports, and comprehensive annual financial statements that clearly reflect BOMA’s financial health.
  • Strengthen BOMA’s reputation with donors by consistently providing transparent, detailed financial documentation, enabling continued donor confidence and fostering opportunities for future funding.

Cash Flow and Treasury Management

  • Manage BOMA’s cash flow to ensure there is sufficient liquidity for both day-to-day operations and strategic initiatives. Ensure that financial resources are optimally allocated to maximize operational impact while safeguarding against future cash flow shortages.
  • Deliver consistent financial analysis and forecasting that supports decision-making at all levels of the organization, ensuring that BOMA’s financial strategies are aligned with its long-term goals.

Grants Financial reporting

  • Lead the complete financial lifecycle of all grants, ensuring that all financial activities associated with grant proposals, budgeting, financial tracking, reporting, and close-out are executed in full compliance with donor requirements.
  • Monitor grant expenditures in real-time and provide actionable insights to budget holders, ensuring all projects are delivered on time and within budget.
  • Guarantee that donor funds are utilized efficiently, thereby enhancing BOMA’s credibility and positioning for future grants.

Risk Management and Accountability

  • Develop and implement a proactive financial risk management framework that safeguards BOMA’s assets and ensures full compliance with both internal policies and donor regulations.
  • Minimize financial risk through stringent control measures, internal audits, and regular reviews, ensuring that BOMA remains financially stable and prepared to address any external or internal financial threats.
  • Ensure accountability by conducting due diligence on implementing partners and ensuring sub-grants are tracked with high levels of precision and compliance.

Team Leadership and Capacity Building

  • Build and lead a high-performing finance, administration, and grants management team that is equipped to meet BOMA’s growing needs. Establish clear expectations and ensure team members are empowered to perform at their best.
  • Develop the skills of your team through coaching, training, and hands-on support, ensuring that they are capable of managing complex budgets, donor relationships, and compliance requirements independently.
  • Ensure optimal workload distribution across teams, fostering an environment of collaboration and efficiency while driving team motivation and accountability.

Efficient Procurement, Asset Management and Administration Oversight

  • Oversee the administration function, ensuring that operational policies are developed, implemented, and regularly reviewed.
  • Ensure that all staff members are trained on these policies to guarantee full compliance across all levels of the organization.
  • Oversee the development and implementation of robust procurement systems that guarantee value for money, transparency, and compliance with both internal policies and donor regulations.
  • Ensure the proper management and maintenance of BOMA’s assets, minimizing depreciation and maximizing the effective use of all organizational resources, from inventory to physical infrastructure.
  • Lead improvements in logistics and operational processes, ensuring that program delivery is supported by an efficient, well-run administrative function.

Audit and Compliance Assurance

  • Ensure that BOMA consistently adheres to donor compliance requirements and financial due diligence standards, thereby protecting the organization’s reputation and maintaining its eligibility for future funding.
  • Lead the preparation and execution of internal and external audits, ensuring that all financial records are meticulously maintained and audit recommendations are fully implemented within set timelines.

Qualifications:

  • Master’s degree in finance/accounting, or any other related field
  • Professional qualification in CPA (K)/ACCA
  • At least 8 years of progressive financial management experience, with a minimum of 4 years in a leadership role within a donor-funded organization.
  • Strong experience in donor funding regulations, financial reporting, grants management, including donor compliance reviewing budgets, and forecasts
  • Expertise in financial accounting, financial analysis, reporting, and grants management.
  • Excellent leadership and communication skills.
  • Experience with U.S. government financial regulations, including government-wide and other agency-specific regulations with at least 3 years in a director / head of finance role.
  • Experience with U.S. government, bilateral and multilateral funding agreements is strongly preferred.
  • Demonstrate working knowledge of Microsoft suite of work products, ERP systems, Computer Literacy & proficiency in accounting systems – SAGE
  • Strong problem-solving and financial troubleshooting skills
  • Deep knowledge of risk management, audit processes, and donor compliance requirements.

BOMA’s Rural Entrepreneur Access Project (REAP) is a data-driven, high impact poverty graduation program for women in the arid and semi-arid lands of Africa.  We put ultra-poor women at the center of our work by helping them build a pathway out of extreme poverty. REAP addresses three elements that contribute to the cycle of aid dependency in the arid lands of Africa: low incomes, inconsistent cash flows and inadequate financial services for poor rural women.
