ROLE PURPOSE:

The position will work to support, expand, and promote Save the Children’s Education programming in Alexandria, and partly working with other projects that have

 education interventions in other Governorates. As a Senior education officer, he/she will work as a resource person in Education.

The position will also be responsible for initiating and maintaining positive relations with community learning schools of the refugees communities at the local level and building their capacity.

The position will be responsible for the adaptation and contextualization of SCI Common Approaches and solutions in education especially Literacy Boost, Numeracy Boost, Enabling Teachers, leadership/MHPSS programs, and Catch-up Classes (CUC) model. He/she will work closely with Monitoring, Evaluation, Accountability and Learning staff to generate and use evidence and to produce quality reports.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Field Travel: The Senior education officer is expected to spend at least 70% of his/ her time in the field in Alexandria with potential visits to Cairo and Minya Governorates.

KEY AREAS OF ACCOUNTABILITY:

Program Development, Design, and Implementation

  • Work closely with the Technical Advisor (TA), relevant program staff to plan, develop, and implement education programs and activities.
  • Develop detailed work plans, budgets, and timelines for education projects.
  • Oversee and lead the implementation of the activities related to education activities.
  • Ensure that expenditures are within budgetary limits and comply with donor requirements.
  • Ensure that all education programs are inclusive, gender-sensitive, and accommodate children with disabilities
  • Work closely with other sectors staff to plan, develop, and implement integrated interventions and activities for the benefit of children and care givers
    • Analyze and document education programming offered by Community Learning schools/centers.
    • Contribute to the development of relevant learning and training tools, and resources in Education.
    • Adapt and contextualized basic education models and common approaches to the refugees context.
    • Identify, review, and/or develop teaching and learning resources for remedial and preventive literacy and numeracy interventions.
    • Identify, review, and/or develop various professional development resources for educators in in basic education.
    • Suggest and initiate mechanisms and platforms for enhancing the participation of children and educators.
    • Document basic education interventions and lessons learnt.
    • Establish cross thematic linkages and develops cross thematic approaches to address the needs of children.
    • Work closely with Community Learning schools/centers on the implementation of the activities.
    • Provide technical support to Community Learning schools/centers on the implementation of the activities.
    • Plan and oversee renovation and other improvements as per the individualized plan per community school.
    • Ensure follow up and monitoring the progress towards the implementation plan and the quality of the activities.

Capacity Building and Learning

    • Complete available learning and Development (L&D) courses and actively engage in learning and development opportunities offered by SCI and partners in basic education.
    • Identify and facilitate staff development opportunities for community schools in literacy, numeracy, CUC, Mental health, management and leadership and other education topics.
    • Continuously engage in Communities of Practice and other platforms offered by SCI to exchange learning with colleagues from other countries.

Monitoring, evaluation, accountability, and learning

    • Ensure that lessons learnt from the

   Education interventions are documented, shared, and capitalized both internally and externally.

  Work closely with Monitoring, Evaluation, Accountability and Learning (MEAL) staff to design and implement needs assessment and

    •  project monitoring and evaluations.
    • Work closely with the partners and MEAL on monitoring the project activities.
    • Regularly collect, analyze, and report on data related to program outcomes and key performance indicators (KPIs).
    • Use and encourage the use of the Quality Benchmarks in all Basic Education activities.
    • Continuously document Basic Education interventions and lessons learnt and contribute to the generation and use of evidence Basic Education.

Safe programming

    • Support in the mainstreaming of Save the Children’s safeguarding policy within Basic Education programs Work closely with the Safeguarding focal point to ensure risk assessments are adequately and timely conducted for all events.
    • Collaborate with the Program Operations teams to ensure that activities are safe for children, and that all steps are taken to ensure their meaningful and safe participation.

External relationships

    • Establish and maintain partnerships with government and community education stakeholders at the local level as needed.
    • Represent the organization in meetings, conferences, and forums related to education.

Reporting:

    • Prepare comprehensive reports on program activities, progress, challenges, and outcomes for internal and external stakeholders.
    • Ensure timely submission of reports to donors, partners, and senior management.

QUALIFICATIONS

  • Bachelor’s degree in education. A master’s degree is preferred.
  • 5-7 years of experience in education program management, with a focus on working with vulnerable or marginalized populations.

  • Excellent knowledge of global and local Basic Education trends and programming and the current initiatives in Egypt.
  • Previous experience with refugees communities is preferable.
  • Strong knowledge of inclusive education practices, child protection, and gender-sensitive programming.
  • Solid understanding of the barriers to children enrolment and attendance; especially for marginalized groups.
  • Solid understanding of the development goals for children in early grades including social and emotional learning goals.
