i-APS holds a global agreement with the World Food Programme (WFP) for decentralized evaluations. To date, we have successfully conducted WFP Program evaluations in four diverse countries.

Presently, i-APS is poised to undertake the competitive bidding process for the Decentralized Evaluation of WFP Libya, title “Evaluation of Livelihoods and School Feeding Activities in Libya from 2019 to 2023“. The evaluation will encompass all aspects of WFP Libya’s livelihoods and school feeding activities including design, implementation, monitoring and evaluation to address the evaluation questions using the six UN/OECD DAC criteria.

i-APS is actively seeking to assemble a highly capable team comprising a Team Leader and four evaluators, specifically a Senior Evaluator (Specialist in Livelihood Programming), a Senior Evaluator (Specialist in School Feeding Programming), an Evaluator (Gender Specialist), and an Evaluator (Humanitarian & Emergency Programming Specialist), for the WFP Libya Evaluation.

This is a short-term opportunity scheduled from June/July to November/December 2024

  1. EVALUATION TEAM LEADER

Minimum qualification requirements

Education: Candidates must hold both a Master’s degree and a university degree in Political Science, Sociology, Economics, International Development, or a related field.

Minimum Experience:

  • A distinguished track record of over 12 years in the evaluation of humanitarian and development programs.
  • Extensive experience as a Team Leader, with a proven history of leading a minimum of 10 program evaluations.
  • Demonstrated expertise in conducting program evaluations within the UN system, preferably with the World Food Programme (WFP).
  • Previous involvement in evaluating programs concerning livelihood assistance and/or school feeding is essential.
  • Technical proficiency in one of the following areas is required: Livelihood programming in humanitarian contexts; Emergency settings in humanitarian contexts; Food assistance, encompassing both in-kind and Cash-Based Transfer (CBT) approaches; School meals programs.
  • Proficiency in both quantitative and qualitative data analysis, collection, and reporting is mandatory.
  • Prior evaluation experience in Libya or other North African countries is preferred.

Language Skills: Candidates must possess advanced proficiency in both oral and written English communication. Additionally, proficiency in Arabic is highly desirable.

Key Responsibilities

  • Acting as the primary liaison with WFP evaluation counterparts.
  • Providing oversight to the evaluation team.
  • Steering the development of key contract deliverables, including the Inception report, methodology and tools, and final report.
  • Ensuring the supervision and quality assurance of primary data collection and analysis.
