HIV Service Delivery Support Activity (HSDSA) Cluster 1 is a USAID funded project covering Homa Bay, Kisumu, Migori, Kisii and Nyamira counties. The purpose of this project is to provide key clinical support to the Government of Kenya national HIV response with the overall goal of increasing access and coverage for HIV prevention, care and treatment services towards achieving the “90-90-90” targets.

We seek to recruit a Senior Grants and Contracts Officer who will manage a portfolio of subcontracts, including the issuance of subawards, under the supervision of the Project management and the Office of Grants and Contracts (OGC). S/he will be responsible for ensuring compliance with the terms and conditions of respective Subcontracts, applicable grant rules, regulations, policies and procedures as well as PATH policies, and will supervise the project grants team. The Senior Grants and Contracts Officer will be based in Kisumu Kenya, with frequent travels to the field sites.

Duties and Responsibilities:

Subaward Management (Subawards/Subcontracts/Small Grants)

  • Work closely with the Office of Grants and Contracts to develop, draft and maintain for PATH a current complement of needed standard form agreement templates in compliance with all applicable rules and regulations.
  • Work closely with Project team where necessary to initiate new subawards and amendments to existing subawards under the HSDSA cluster 1project.
  • Ensure compliance with both federal and PATH regulations; and propose alternative language for subawards, as appropriate.
  • Review subawards budgets, financial reports, invoices and other deliverables with clear understanding of indirect cost implications.
  • Process disbursements/reimbursements/payments to the subcontractors and subgrantees through salesforce as they fall due
  • Provide guidance to Project team on the status of existing subawards related policies and procedures.
  • Develop content and provide training/capacity building on subcontract or subaward management to subawardees.
  • Provide technical support to the grants and contracts team on subaward management.
  • Support the project team to develop and execute comprehensive project close out plans.
  • Lead person on all aspects of the grant and contract compliance for project.
  • Ensure grant and contract management standards (e.g. reporting, procurement, visibility, transfer of assets, audit, etc.) are understood and applied correctly.
  • Provide oversight on subcontracting and subgranting procedures and ensure that they are in compliance with the federal and PATH requirements.
  • Maintain a comprehensive understanding of USG policies and procedures, and keep abreast of changes in donor policies, rules, and regulations.
  • Plan and manage workforce strategy and operations of the grants and contracts team, establishing performance goals that align with overall project goals.

Others:

  • Provide regular subawards monitoring updates to the project management.
  • Support in tracking other direct and non-cash benefits through subawards such as commodities.
  • Work closely with Grants and Contracts and project team to develop, review, and implement subaward management associated procedures within pre-established parameters.
