SCOPE/JOB PURPOSE:

 

  • Under the direct supervision of Health manager at Jijiga field office, the Senior Health Officer is responsible and focal person for overall implementation of health projects in planning, designing, implementing, monitoring and supervision .Also the position holder is responsible to lead health team, facilitate and lead technical assessment for preparation of new project proposal. In addition to this the Senior Health Officer will specifically be responsible for technical supervision of clinical based reproductive health (RH) services at three (Kebribeyah, Aw-Barre and Sheder Refugee Camps) of Somali Region to ensure RH service quality at ARRA health facilities. This happens through supervision, coaching and mentoring of IRC RH Mentors at Camps and ARRA MCH staff;

Key Roles Responsibilities:

 

Project Implementation

  • He/She is at the same day responsible for the accuracy, completeness and consistency of monthly report for the refugee Health projects of the field office;
  • Assist the Health Manager for the proper and timely planning, implementation, monitoring and evaluation of Health projects at camps;
  • Assess the gaps related to clinical RH services at camps and (health facilities) periodically and find remedial actions and implement jointly in a timely manner;
  • Represent IRC at region and camps especially on areas of clinical RH service coordination, review, and evaluation meetings and forums;
  • Cover the role of the health manager when the health manager is out of the office.
  • Compile monthly progress reports submitted by health officers.
  • In collaboration with health manager lead technical team on field assessment proposal writing and

Post project monitoring and evaluations.

  • Design culturally appropriate RH/FP and STI/HIV/AIDS awareness campaigns
  • Organize accurate and relevant RH/HIV content teaching materials for Health social workers, key groups, PLWHA, and mentor mothers.
  • Design and conduct trainings/workshops on relevant RH/HIV topics for ARRA health professionals, Wereda health experts, PLWHA, peer educators and health social workers.
  • Assist the Health Manager in collecting of correct and accurate monthly information regarding RH/HIV/AIDS implemented activities.
  • Represent IRC in monthly coordination meetings at camp based with ARRA, UNHCR, Woreda health staffs.

Grants Management

  • Responsible on preparation of detail activity planning, procurement and spending plan.
  • Responsible for tracking the purchase request status related to the planned procurement plan and

Status in comparison with actual implementations.

  • Responsible on revision and updating of detail activity, spending and procurement plans accordingly.
  • Ensure budget activity lines are assigned well as per the description in the proposal.
  • Communicate with the logistics about the status of goods/services which are raised in quarter PR.

Monitoring & Evaluation

  • In collaboration with health manager monitor and evaluate the program activities and make sure that monthly & quarter indicators met or not.
  • In collaboration with the health team, evaluate the effectiveness of the program and recommended changes in goals, objectives, interventions strategies, measurable out puts and time lines.

Resource Management

– Actively partake on recruitment, training, and manage health staffs.

– Responsible on drafting and reviewing health Officers job description, Key Performance Objective,

Feedback and coaching of supervises.

-In collaboration with health Manger ensure timely performance review of health staffs.

– Ability to maintain team work with coworkers and ability to shoulder workloads in critical times

Key Working Relationships:

 

Internal

–       Position Reports to:  Health  Manager

–       Position directly supervises: Health officers

–       Internal: Closely works with all program and support staff so that to effectively and efficiently realize

–       Overall organizational mission.

External

Ø  Ensure strong linkages with ARRA, MoH, UNHCR, regional health bureau, regional HAPCO, and other implementing partners.

Ø  Actively participate on health coordination meeting and other relevant meetings with implementing Partners and stakeholder.

 

Applies an intermediate level of knowledge of procedures and systems to perform the requirements of the job; skills and knowledge typically acquired through a combination of job related training, some on-the-job experience and formal education.

Job Requirements

4 years of relevant experience with the first degree.
3 years of relevant experience plus post graduate degree.

*Supervisory skill is a plus
NGO experience is a plus.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
