JOB PURPOSE

You will join the WFP Regional Bureau office in Cairo, overseeing WFP’s operations in the Middle East, North Africa, and Central Asia. The main purpose of our office is to provide strategic guidance, technical support, and oversight to 17 countries in the region, including some of the most challenging operations in emergency settings.

As supply chain operations and activities in WFP cash-based transfers grow, the need for systems and tools to gather operational data is becoming a priority. Cash-based transfer (CBT) assurance systems and digitalization form part of the supply chain strategy to support country offices with reliable tools, systems, and databases. As RBC countries account for some 65% of global WFP cash transfers, the need for oversight and assurance in the region is significant.

You will be part of our CBT multi-functional team and lead the development of supply chain solutions to improve operational efficiency, provide oversight and visibility, and measure the impact of supply chain retail engagement in markets. Your solutions will also help country offices identify challenges and obtain operational insights, as well as contributing to the strategic design of operations using the existence of data.

STANDARD MINIMUM QUALIFICATIONS

Education: University degree in Computer Science, Information Sciences, Information Systems, Electrical/Computer Engineering or another related functional area. Studies at a higher university level within supply chain management are considered a merit.

Language: Fluency in both oral and written communication in English and Arabic.

Experience:

  • At least 6 or more years of progressive work experience in the Database development field or related area.
  • Training and/or experience in web programming such as ASP.NET, JavaScript’s, JSP, HTML, XML, PHP, etc.
  • Basic knowledge of supply chain CBT operations and supply chain management.

Knowledge and Skills:

  • Sound judgment; ability to understand, interpret and analyze users’ requirements.
  • Ability to resolve operational problems.
  • Ability to work with minimum supervision; to work effectively with people of different national and cultural backgrounds.
  • Good knowledge of web2.0/3.0 technologies.
  • Sound knowledge of Relational Database (MS-SQL, PostgreSQL, MySQL, Oracle, etc.).

  1. Write program code in order to support the development and implementation of efficient and effective IT solutions supporting WFP business needs, with a particular emphasis on Supply Chain CBT operations.
  2. Prepare clear technical systems documentation for developed IT solutions in order to facilitate systems development and maintenance.
  3. Perform unit and integrated testing of new, enhanced or fixed code in order to ensure completeness and adherence to technical specifications.
  4. Contribute to the installation, configuration, and customization of IT systems, as well as integration and migration of data between systems ensuring compliance with WFP’s IT standards, guidelines, and procedures.
  5. Contribute to the release of IT systems and provide early life support in order to prepare for and enable proper use of the IT solution.
  6. Provide support to users, analyze and resolve issues related to IT systems following IT policies, procedures, and standards.
  7. Contribute to the design and delivery of training on automated business processes to ensure efficient and effective use of IT systems.
  8. Collect and collate data, conduct basic analysis including the impact of procedural changes to support the development of accurate reports.
  9. Support CBT unit in the development of databases to manage information management needs for CBT;
  10. Design, develop, and maintain analytics and reporting systems for the organization
  11. Create interactive Stories, dashboards, and visualizations leveraging Tableau.
  12. Deliver transformative solutions that are aligned to industry best practices and provide thought leadership in data space.
  13. Work with IT team to ensure relevant standard development platform, programming language, and development protocols are followed.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.
