Position title: Senior Operation and Maintenance (O&M) Community Infrastructure Trainer (National Consultant)

Duty Station: Juba, South Sudan

Duration: 11 months

I. Organizational Context and Scope

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property Page issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

The Enhancing Community Resilience and Local Governance Project (ECRP) is a World Bank funded project implemented by the International Organization for Migration (IOM) under the leadership of the Government of the Republic of South Sudan. The ECRP aims to address immediate needs for basic services in selected areas of the country, while strengthening local institutions’ capacity to manage their development and inter communal tensions over services. The project maximizes its impacts and sustainability through a strong focus on operation and maintenance (O&M) of the social infrastructure and local institution strengthening.

ECRP is focusing on strengthening social structures and the community’s ownership of the services, through working on community participatory approach, including the O&M system through a bottom-up and top-down approach. As part of bottom-up approach the program strengthens communities’ capacity to better manage and maintain the social infrastructure.

Under the direct supervision of the O&M technical lead, in close collaboration with the relevant ECRP Coordination and Advisory Team, and under the overall supervision of Program Coordinator (ECRP); the successful candidate will provide technical guidance and support to the O&M component of the Enhancing Community Resilience Project (ECRP).

II. Responsibilities and Accountabilities

The O&M community infrastructure trainer should have a strong understanding and experience of working with the government departments in the Republic of South Sudan. S/he should be able to work with the government ministries at national and state level to implement the top-down approach of O&M.

  • Support in developing and implementing ECRP O&M strategy system in the 12 counties under ECRP.
  • Support the O&M specialist in coordinating with PMU (Ministry of Finance and Planning) and other relevant departments to integrate O&M within their policy and processes.
  • Support the formation of the O&M committees, through assisting and facilitating community awareness and mobilization to elect/nominate operation and maintenance committees.
  • Assist community mobilization and provide training for O&M committees and other relevant stakeholders to ensure long term sustainability of social services infrastructure.
  • Support the operation and maintenance committees in developing O&M management plans for social services infrastructure facilities.
  • Assist in preparing and implementing of the operation and maintenance workplans,
  • Provide training, supervision and mentorship for community outreach assistants, (COAs) in operation and maintenance.
  • Work closely with different field teams (Field Coordinators and Community Outreach Assistants) to develop a supportive supervision plan.
  • Provide regular monitoring and reporting on all activities conducted, highlighting achievements versus targets.

III. Performance indicators for the evaluation of results

  • Conduct capacity building initiatives (trainings, supportive supervision and monitoring) for county officials (various departments) around O&M of social and flood resilient infrastructure
  • Conduct capacity building initiatives (trainings, supportive supervision and monitoring) for state officials (various departments) around O&M of social and flood resilient infrastructure
  • Conduct capacity building initiatives (trainings, supportive supervision and monitoring) for national officials (various departments) around O&M of social and flood resilient infrastructure
  • Develop a monitoring roadmap for the government officials to monitor the O&M aspects of social and flood resilient infrastructure.
  • Support state and national officials to conduct inter-department and inter-development agency dialogue on O&M of social and flood resilient infrastructure.

IV. Required Qualifications and Experience

Education

  • A university degree in Social Science, Community Development, Social Development, Education or equivalent diploma, with sufficient professional experience

Experience

  • Experience in the field of social mobilization, training and participatory social change
  • Knowledge of South Sudan civil societies and government structures; experience of working closely with government
  • Capacity to work effectively and harmoniously with colleagues from various cultures and professional background.
  • Experience of 10 years of delivering community based programs in collaboration with government
  • proven practical experience in community development and any other relevant fields. Experience of working with the government will be an added advantage.
  • Knowledge of community development and related social sciences
  • Good knowledge and experience of working with community, development agencies and government counterpart.
  • Have demonstrated assessment, analytical, and planning skills. Able to manage big data analysis
  • Training/ development skills and personnel management skills.
  • Ability to work well in a team in difficult circumstances.
  • Incorporates gender-related needs, perspectives, and concerns, and promotes equal gender participation.
