Job Summary:

You will manage and/or coordinate most of the following operational functions, Logistics, Procurement, Warehousing, , Administration, Fleet, HR and Finance in Darfur – in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable. You will promote stewardship of resources, help ensure principled compliance, proactively identify risk issues, and under supervision lead operational improvements.

Roles and Key Responsibilities:

  • Manage or coordinate operations functions – systems, processes and staffing – that meet CRS’ standards, donor requirements, and local regulations and support high-quality programming.
  • Directly manage State Office Managers (SOM), Deputy HR manager, risk and Compliance officer, Sr. Procurement Officer and Deputy Finance Manager. In collaboration with State office Managers (SOM), coordinate and monitor day-to-day operations related to warehousing, administration, and liaison with authorities.
  • Collaborating with direct reports and programming leads to strengthening the pipeline and supply chain management plan. Manage the determination of procurement and logistics service requirements, desired specifications and delivery schedules, and how sourcing strategies are defined, ensuring proper coordination and communication.
  • Ensure accountability and transparency of Darfur supply chain operations in compliance with CRS and donor regulations, and international and local standards and requirements.
  • Lead transparent and compliant procurement processes to identify, assess, select and contract suppliers that will deliver the maximum value for money to the organization. In close coordination with the procurement team, oversee relationships with key suppliers and assess supplier performance.
  • Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high-quality programming.
  • Oversee financial processes in accordance with policies and ensure proactive service delivery, advice, and support to managers, staff, and subrecipients in relation to the project cycle (Design, Start-up, Implementation, Close-out). Ensure efficiency and compliance with CRS’ policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements. Ensure effective and appropriate use of CRS’s finance and supply chain management systems and software.
  • Contribute to effective staffing of CP needs and adherence to HR systems, policies and practices that support a high-performance culture, staff development and retention. Help assure quality personnel administration and a work environment that truly reflects the agency’s guiding principles.
  • Coordinate compliance with agency and donor requirements and local laws and regulations through periodic systems checks, review and assessment of operations policies and procedures. Coordinate response to issues that emerge from internal and external audits and provide guidance to implement improvements.
  • Collaborate with audit, risk and compliance leads in HQ and the regional level and CP leadership on implementing and strengthening internal control systems and continuous process performance improvement.
  • Oversee compliance with agency and donor requirements and local laws and regulations through periodic systems checks, review and assessment of CP’s operations policies and procedures.
  • In coordination with Port Sudan, regional, and HQ focal points, support corrective action planning, internal audits, fraud and safeguarding investigations, and other internal reviews.
  • Act as lead contact and respond to issues that emerge from internal and external audits and provide recommendations and guidance to implement improvements.
  • Through the Deputy Finance Manager, oversee partner financial monitoring and liquidations, and ensure SRFM policies are adhered to at Darfur level.
  • Promote safeguarding systems across Darfur offices. Ensure quality implementation of CRS safeguarding policy and principles across operations at both CRS and partner level.
  • Help maintain the proper conditions for learning – a safe environment for the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies. Identify capacity strengthening needs and provide guidance for project teams and partners, which includes cross-departmental learning.
  • Ensure proper structures and facilities are in place for conducive working and living conditions in guest houses and the offices making sure that all amenities are available, and services run seamlessly.

Basic Qualifications

  • Bachelor’s degree in business administration, supply chain, logistics, or another relevant field. Masters preferred.
  • Minimum of 8 years’ work experience in managing support functions; operations, finance, HR, logistics, ICT in a humanitarian set up.
  • Proven experience in managing operations in multiple projects and donor portfolio up to $100M.
  • Remote management experience supervising operation managers in field offices including hard to reach locations.
  • Additional education may substitute for some experience; additional experience may substitute for some education.
  • Proficient in MS Office package (Excel, Word, PowerPoint, Visio), Web Conferencing Applications, and information and budget management systems.

Required Languages – English, Arabic advantage.

Travel – Up to 40% travel within Darfur.

Knowledge, Skills and Abilities

  • Good strategic, analytical, systems thinking, and problem-solving skills and ability to make sound judgments and decisions.

Preferred Qualifications

  • Management experience a plus. Experience with an NGO preferred.
  • Understanding of financial systems, including budgeting and budget/expense analysis experience preferred. Knowledge of SunSystems and Vision accounting software or similar financial reporting software a plus.
  • Knowledge of multiple public donors’ regulations, including USAID, a plus.
  • Staff management experience and abilities that are conducive to a learning environment a preferred.
  • Experience working in an insecure (conflict) environment.
