Job Description

Context: The Africa Regional Migration Program (ARMP) seeks to address challenges related to migration across the four sub-regions of the program, including mixed migration flows, trafficking in persons, smuggling of migrants and goods, irregular migration, forced displacement, inadequate disaggregated migration data, limited urban and social services, untapped development potential of labor migration and remittances. In some countries, these challenges are compounded by the absence of a coherent and comprehensive operational migration policy framework.

The Migration Hub (MHub) unit was established at RO MENA in Cairo to work as a regional knowledge hub supporting the production and dissemination of knowledge on the protection issues faced by people on the move in North Africa for use by policymakers, agencies, donors, the public and academia, with a view to informing advocacy, policy and programme development. It fosters collaborative approaches among key stakeholders. MHub supports the mainstreaming of the donor’s priorities including mixed migration, climate change, the Global Compact for Safe, Orderly and Regular Migration (GCM), etc. while ensuring strong synergy with the 2030 Agenda.

Under the overall supervision of the Deputy Regional Director for Operations and direct supervision of the MHub Coordination Officer; and, in collaboration with relevant Regional Thematic Specialists (RTSs), the Regional Data Hub (RDH), and relevant colleagues under both the Operations and Management tracks, the Senior Programme Associate will assist RO Cairo’s directorate in achieving IOM’s Global mandate on Migration via the MHub in line with the donor’s priorities.

Responsibilities

  1. Assist the MHub Coordination Officer in the overall implementation of the project including planning, coordination, implementation and monitoring of project activities of the MHub.
  2. Act as focal point for administrative and financial coordination of project implementation, involving liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
  3. Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.
  4. Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
  5. Monitor work of implementing partners and report any non-compliance to the supervisor.
  6. Support the MHub Coordination Officer in the operationalization of both the research/advocacy agenda and the design of innovative activities that respond to the priorities of the ARMP, in coordination with RTSs and the RDH.
  7. Collect inputs on strategic policy matters from different queries, including from HQ, sourced from Country Offices (CO) to the Regional Offices (RO) and feed them into the policy processes in the region as required by the MHub Coordination Officer and/or the Deputy Regional Director (DRD) for Operations.
  8. Together with the MHub Coordination Officer, support the coordination and development of cross-sectoral RO-wide initiatives.
  9. Together with the MHub Coordination Officer, support the Directorate on matters of strategy, work planning, talking points, presentations, background notes, research, and coordination of RO-wide efforts.
  10. Perform such other duties as may be assigned.

Qualifications

Education

  • Bachelor’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Development Studies, Law or related field with four years of relevant professional experience; or,
  • High School diploma with six years of relevant experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with governmental authorities, other national/international institutions, United Nations entities, private sector and NGOs; and,
  • Experience in the field of migration issues, including operational, or policy development, with demonstrated expertise in project development & management,
  • Experience in supporting front offices and director type roles.
