Position Summary

The AWF Uganda Senior Programme Manager (SPM) will be responsible for the development, management, coordination and accountability for AWF’s Uganda Country programme. This position reports to the Country Director and works closely with respective technical leads/managers at the Country and Regional Office on all technical aspects of the Uganda Country Programme, including program development and management, compliance and oversight, planning and budgeting, monitoring and evaluation, reporting and over-all accountability on commitments and results. The Senior Programme Manager is also expected to support implementation of AWF policies on resources mobilization, communication, knowledge management and learning, stakeholder engagement, risk management, Safeguards, among others.

The SPM is expected to be a highly visible individual in the country’s conservation space with contacts or interactions with policy level actors in government, donor agencies, non-state actors and economic sectors influencing conservation space and practice in Uganda. The SPM must also possess the capacity to manage programs with social, political, cultural and economic complexities. He/she is expected to be results oriented and able to provide leadership to a team of highly qualified professionals to achieve results and meet program targets and goals. He/she will be expected to exercise a high degree of sound judgment and capable to represent AWF Mission and Values.

Reporting to the Country Director, the Senior Programme Manager will perform the following tasks:

Key Responsibilities

Program Development

  • Facilitate Country Programme design and development processes in collaboration with the CD and respective technical leads and managers at Regional Office and other AWF networks
  • Facilitate the identification of opportunities and pursue them enabling Country Programme growth and diversification.
  • Support resources mobilization for the country Programme and projects.

Programme Management, Coordination and Accountability

  • Manage day-to-day operations of the Country Program, including effective programme operations at Country and field offices/stations.
  • Facilitate the delivery of technical aspects of the Country Programme in liaison with regional technical leads.
  • Lead in preparation and implementation of Country Programme and Projects MEL frameworks.
  • Coordinate implementation and delivery of the Country Programme outputs and results
  • Supervise Field activities /projects, Programme/project staff and consultants
  • Coordinate Programme and Projects accountability mechanisms including managing Programme/Project Monitoring, Reviews/Evaluations and Learning processes and knowledge management as well as Programme reporting to donor and Government of Uganda and beneficiaries.
  • Support Corporate governance (communications, partnerships, outreach)
  • Lead preparation of Annual country Programme work plans and budget
  • Lead the preparation of Country Programme reports and other technical briefs
  • Oversee Country Programme and Project compliance with AWF Policies on safeguards, risk management, stakeholders’ engagement, partnerships, etc.

Support Corporate Affairs

Working under over-all direction and guidance of the Country Director:

  • Support or engage in fostering partnerships and collaboration efforts with AWF in-country Donors, partners and beneficiary stakeholders.
  • Support AWF branding, communication and outreach
  • Support management of Country Office (administration, human resources and finances).
  • Mentor Staff.

Requirements and skills

  • Post graduate qualification (MSc/PhD) in natural sciences, social sciences, economics with specialisation in conservation and natural resources management or related fields.
  • At least 10+ years of proven programme design, fundraising and management experience in conservation or related development work.
  • Experience and a proven success record in managing national level programme/ projects in Uganda.
  • Experience in applying theory of change, log-frame, and results chain-based tools for project design
  • Experience in designing and use of monitoring, evaluation and learning frameworks.
  • Demonstrable experience in conducting and/or supervising technical studies and assessments
  • Demonstrated experience or capacity to engage partners and stakeholders at senior level.
  • Experience managing projects budgets, delivering and reporting results, and ensuring compliance with donor requirements for implementation.
  • Strong report writing skills and working knowledge of computers and MS Office software package.
  • Understanding and motivational fit in conservation.
  • Demonstrable experience leading and managing teams
  • Proficiency in English (spoken and written).
