Ipasis a non-profit organization working to improve women’s lives by focusing on improving access to information and services to basic sexual and reproductive health across the globe. Since the year 2000, Ipas Ethiopia has been collaborating with the Ministry of Health (MOH), Regional Health Bureaus (RHBs), Community Based Organizations (CBOs) and various local and international partners to reduce maternal mortality and morbidity resulting from unwanted pregnancy and unsafe abortion.

In light of the need to strengthen our relationship with stakeholders and expedite program implementation, we are planning to hire for the following position:

  1. Position Purpose and Summary of Responsibilities The Senior Project Manager (SPM) develops and implements strategies and work plans related to the project entitled “Reducing unsafe abortion by up to half in Ethiopia” project to ensure that the overall goals and objectives of the project are met. The SPM is responsible for planning and managing the implementation and execution of activities under the project following the agreement entered with the donor and Ministry of Health, which include community education, meaningful engagement of the youth, girls, women and other community members, ensuring women have access to CAC and family planning information and services in the project areas etc. S/he provides technical guidance to staff involved in the implementation of the project activities to ensure that service delivery objectives are met, including training in abortion care and family planning, ensuring the quality of services, avail intended services to target groups that include urban and rural women, adolescent and youth girls, women with disabilities and SGBV survivors. The position will provide leadership and strategic direction to regional team leaders; community engagement advisor, plan and coordinate technical inputs and supervise staff and consultants. This position works closely with the Country Director. S/he will also work closely with all team members in planning, implementing and assessing activities aimed at achieving country program goals/objectives.
  2. Specific Responsibilities

Project Planning & Management:

  • The SPM provides leadership for planning and effective implementation of the project at the national level.
  • Responsible for integrating and leading activities of the various thematic areas and develop comprehensive annual work plans, work with finance manager to develop budgets, schedules, identifying and monitoring resources to ensure the overall project implementation is on track.
  • Responsible for coordinating the execution of project activities and budget utilization and reporting towards objectives and results.
  • Will work closely with the CD in the case of any needed project realignments or revised strategies.
  • Represent the project team, contribute to the overall country program decisions, compliance/risk mitigation, and participate in business development activities.

Service Delivery Results:

Work with appropriate staff and consultants, collaborating with government officials and private partners, to ensure that annual work plans are met, including:

    • of women in the different categories received information and services;

      Design effective and cost-effective training modalities;

      of providers trained;

      of sites providing CAC/CC services which includes the introduction and roll out of self-care;

      of CAC and CC clients served;

      Availability of equipment and supplies; and

      Ensure quality of care systems are in place.

  • Work with appropriate staff and consultants to produce and implement required training, community education, and development of IEC and other technical materials as required.

Supervision:

  • Supervise the work of staff and consultants under the project and provide them with adequate support and guidance including mentoring, development of annual plans, monitoring of progress and review of performance periodically, and sharing constructive feedback.

Documentation:

  • Work with CD and Research, Monitoring and Evaluation (RM&E) unit to develop indicators and reporting systemsto enable collection of required data to monitor and document the process and impact of interventions.
  • Ensure Ipas Global monitoring and tracking systems are in place and implemented at project sites.
  • Work closely with the country RM&E team to ensure accuracy and reporting of data.

Educational Requirements:

  • A qualified medical doctor (MD), with master’s in public health (MPH) or other relevant fields.

Experience / Expertise:

  • A minimum of 15 years progressive experience in SRH coordination and leadership.
  • Excellent skills in project management, including work planning, budgeting, work plan implementation and project monitoring.

Other Qualifications:

  • Innovative/creative, team builder, communicator and excellent team player.
  • Interested, capable and willing to travel up to 30% of his/her time to project sites and provide support and technical guidance.
  • Proven ability in managing and leading diverse staff and partners.
  • A deep commitment to sexual and reproductive health and rights, especially in prevention of unwanted pregnancy and unsafe abortion.
  • Facilitation and training experience.
  • High integrity and attention to details.
  • Fluency in spoken and written English.

Ipas works to improve women's access and right to safe abortion care and reproductive health services by:

Training doctors, nurses, and midwivesin clinical and counseling skills for abortion, postabortion care and family planning;

Increasing access to reproductive health technologies, including manual vacuum aspiration (MVA) and medical abortion.

Beginning in 1971, the United States Agency for International Development’s (USAID) Office of Population funded Battelle Laboratories’ work to develop nonelectric vacuum aspiration for uterine evacuation.  But in 1973, Congress passed the Helms Amendment to the US Foreign Assistance Act, prohibiting the use of any US foreign aid to support abortion services overseas. In response, a group of researchers and others affiliated with the University of North Carolina at Chapel Hill came together to complete development of the manual vacuum aspiration (MVA) technology that Battelle had begun. IPAS — International Pregnancy Advisory Services — was born.Along with the manufacture and distribution of MVA instruments, Ipas’s initial focus was on establishing freestanding abortion clinics in developing countries. Between 1974 and 1980, Ipas supported the opening of 13 clinics in 11 countries.Throughout the 80s and early 90s, Ipas increased its role in the international health arena, helping to increase understanding that unsafe abortion is a significant cause of maternal deaths and injuries, and therefore a public health concern. Ipas coined the term “postabortion care,” which was rapidly embraced by the reproductive health community, including USAID. We undertook important research to inform health systems and guide decisionmaking for service delivery. We began working with national and international policymakers to improve reproductive health policies at every level. And we continued to train health-care providers to deliver woman-centered abortion and postabortion care to the full extent of the law in their countries.We quickly outgrew our original name. But because we were well-known in international reproductive health circles, we didn’t want to lose it completely. Hence, we left the acronym behind and became simply “Ipas” in 1993.
