Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The position will work to support, expand, and promote Save the Children’s programming in Alexandria, specifically in the field of

 education. As a Senior Project officer, he will support the realization of SC Egypt Country Strategic Plan (CSP) and improve the access and quality of education opportunities for children most impacted by inequality and discrimination, especially in early grades literacy and numeracy, including refugee communities.

The Senior Project Officer will oversee the planning, implementation, and monitoring of various project activities related to education within Save the Children’s Operations team in Alexandria. This role supports the effective management and delivery of projects aligned with SCI’s strategic priorities, focusing on improving outcomes for vulnerable populations. The role holder will coordinate with teams across multiple departments to ensure that projects meet quality standards, are delivered on time and within budget, and are aligned with SCI’s standards on safeguarding and accountability.

Also, the position will also be responsible for initiating and maintaining positive relations with community learning schools at the local level and building their capacity.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Field Manager

Budget Responsibilities: No

Field Travel: The Senior project officer is expected to spend at least 70% of his/ her time in the field in Alexandria with potential visits to Cairo and Minya Governorates.

KEY AREAS OF ACCOUNTABILITY:

Program Design, Planning, and Implementation

  • Work closely with Alexandria Field Manager, Education Technical advisor, and relevant program staff to plan, develop, and implement project activities.
  • Develop detailed work plans, budgets, and timelines for the project.
  • Oversee the implementation of the activities related to education activities.
  • Ensure that expenditures are within budgetary limits and comply with donor requirements.
  • Maintain positive relationships with partners, and community stakeholders to facilitate project objectives and resolve implementation challenges.
    • Suggest and initiate mechanisms and platforms for enhancing the participation of children and educators.
    • Document basic education interventions and lessons learnt.
    • Establish cross thematic linkages and develops cross thematic approaches to address the needs of children.
    • Work closely with Community Learning schools/centers on the implementation of the activities.
    • Oversee technical support to Community Learning schools/centers on the implementation of the activities.
    • Plan and oversee renovation and other improvements as per the individualized plan per community school.
    • Ensure follow up and monitoring the progress towards the implementation plan and the quality of the activities.

Capacity Building and Learning

    • Complete available learning and Development (L&D) courses and actively engage in learning and development opportunities offered by SCI and partners in basic education.
    • Identify and facilitate staff development opportunities for community schools in literacy, numeracy, CUC, Mental health, management and leadership and other education topics.

Monitoring, evaluation, accountability, and learning

    • Work closely with Monitoring, Evaluation, Accountability and Learning (MEAL) staff to design and implement needs assessment and

   project monitoring and evaluations.

  Work closely with the partners and MEAL on monitoring the project activities.

  Regularly collect, analyze, and report on data related to program outcomes and key performance indicators (KPIs).

  Use and encourage the use of the Quality Benchmarks in all

    •  Education activities.
    • Continuously document Basic Education interventions and lessons learnt and contribute to the generation and use of evidence Basic Education.

Safe programming

    • Support in the mainstreaming of Save the Children’s safeguarding policy within Basic Education programs Work closely with the Safeguarding focal point to ensure risk assessments are adequately and timely conducted for all events.
    • Collaborate with the Program Operations teams to ensure that activities are safe for children, and that all steps are taken to ensure their meaningful and safe participation.

External relationships

    • Establish and maintain partnerships with government and community education stakeholders at the local level as needed.
    • Represent the organization in meetings, conferences, and forums related to education.

Reporting:

    • Prepare comprehensive reports on program activities, progress, challenges, and outcomes for internal and external stakeholders.
    • Review financial reports.
    • Document case studies and success stories.
    • Ensure timely submission of reports to donors, partners, and senior management.

General:

QUALIFICATIONS

  • Bachelor’s degree in education, Development Studies, Social Sciences, or related field (master’s preferred).
  • 5-7 years in project management, with proven experience managing budgets, timelines, and reporting requirements for development or humanitarian projects with a focus on working with vulnerable or marginalized populations.
  • Desirable: experience in education projects
  • Desirable: experience with Refugees and Community learning schools

EXPERIENCE AND SKILLS

  • Solid understanding of the barriers to children enrolment and attendance; especially for marginalized groups.
  • Proven experience in capacity building, including training and mentoring education staff.
  • Excellent project management skills, including budgeting, planning, and reporting.
  • Awareness of the current education reform efforts in Egypt; its requirements and challenges.
  • Awareness of the key policies and regulations that govern
  •  education in the Egyptian context.
  • Ability to develop practical integration mechanism to ensure collaboration with other thematic staff for the benefit of children.
  • Excellent written and oral communication skills in Arabic is required. English is preferred.
  • Proficiency in Microsoft Office Suite and other relevant software.
  • Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Ability to work under pressure and manage multiple tasks simultaneously.
  • Very good presentation skills.
