BACKGROUND

The Ethiopian Agricultural Transformation Agency (ATA) is a strategy and delivery-oriented government agency created to help accelerate the growth and transformation of the country’s agriculture sector. The ATA envisions that, by 2025, smallholder farmers are commercialized with greater incomes, inclusiveness, resilience and sustainability, contributing to Ethiopia’s achievement of middle-income country status.

The agency focuses on two primary national approaches to catalyze agricultural transformation. First, we support the Ministry of Agriculture and Livestock Resources (MoALR), its affiliate institutions, and other partners to identify and address systemic bottlenecks within an Agricultural Transformation Agenda. Second, we support Regional Governments to accelerate development of high-priority commodity value chains in clearly defined geographic clusters, through the Agricultural Commercialization Clusters (ACC) Initiative.

Our major activities include conducting strategic and analytical studies, providing technical implementation support, coordinating platforms to better integrate partners and projects, and designing and directly leading a number of implementation projects. Our headquarters are in Addis Ababa, and we have regional offices in Amhara, Oromia, SNNP, and Tigray regional offices, allowing us to work closely with a wide range of public, private and development sector partners across the country.

PURPOSE OF THE POSITION

The Senior Data Management Officer will report to the Manager for Data Analytics and GIS Unit, and contributes to the unit activities across three main areas of focus:

  • Provide high-quality, reliable and user-friendly agricultural databases, within ATA and to the broader agricultural sector.
  • Identify and manage key data partnerships and other strategic data initiatives with partner organizations.
  • Support the development and enhancement of data infrastructure and data management, analytical and statistical capabilities, and reporting capacity across the sector.

The ideal candidate will possess a strong passion for data management and analytics to support decision making, and an understanding of best practice data management approaches, tools and technologies across the government, private and development sectors. This should be based on significant professional experience in technical aspects of data management and provision of data, and statistical expertise to organizations, including areas such as database design, front end user interface design, use and support of major analytical software packages, and application open-source technologies for data collection, hosting, management and analytics. Ideally, but not necessarily, the candidate would have knowledge related to web-based application and relevant experience in developing and managing websites. The candidate will also have a passion for improving the livers of small-holder farmers, and knowledge of Ethiopia’s agricultural sector and ongoing efforts to transform this sector.

ESSENTIAL DUTIES and RESPONSIBILITIES

  • Data structuring and management, including regular acquisition and integration of data from partners, data validation, data cleaning and processing, and release to user including training and troubleshooting.
  • Provide content input to projects focused on data sourcing, management, analytics, and visualization solutions.
  • Engage with internal teams, external partners and consultants to identify data management needs and technical requirements.
  • Support overall development and enhancement of data infrastructure and data management, and analytics capacity at ATA and across the sector.
  • Contribute to identification and management of key data partnerships and other strategic data initiatives with partner organizations.
  • Contribute to data management and analytics capacity-building activities with ATA staff and staff at partner organizations.
  • Engage with organizations across the agriculture sector to identify data related needs of the sector and provide recommendations to enhance data collection, dissemination and utilization in the sector.
  • Contribute to development and regular updating of data management and governance guidelines, data dictionaries, data models, and other documents required to support effective data provision.
  • Prioritize and complete basic requests for data extracts, data manipulation, analysis, and visualization, and support on more complex requests, ensuring high-quality service provision
  • Support the piloting, implementation, administration and ongoing enhancement of data related systems and tools.
  • Regularly identify and implement refinements in own areas of responsibility and approach for engaging with other ATA staff / users.

Job Requirements

  • Bachelor’s or master’s degree in Computer Science, Statistics, MIS or other relevant fields.
  • At least 6 years hands-on experience for MSc/MA and 8 years for BSc/BA in data analysis, data management, data cleaning, stake holder management, statistical analysis and data visualization.
  • Hands-on experience with statistical software such as SAS, SPSS, STATA and data visualization software such as Power BI and Tableau.
  • Experience defining end-use requirements and designing appropriate solutions.
  • Experience in database design and familiarity with at least one database platform, including Microsoft SQL Server, Oracle, MySQL and others.
  • Knowledge and /or experience with Advanced Excel, Access, and PowerPoint.
  • Familiarity with data management platforms, including content management system.
  • Experience with one or more of the following programming languages preferred C#, Python, Java.
  • Experience in managing data sharing portal and mobile data collection platforms is preferred.
  • Knowledge of agriculture and rural development, and experience in the public and development sectors preferred.
  • Ability to thrive in a fast-moving environment, with an emphasis on high performance, teamwork, accountability and results.
  • Highly collaborative working style, drive for learning, and receptiveness to coaching and feedback.
  • Excellent analytical, problem-solving, and data gathering skills.
  • Excellent oral and written communication skills, with highly collaborative working style.

Ethiopia is a country of natural contrasts, with waterfalls and volcanic hot spring, dry desert lands and rich fertile soil. Agriculture is the foundation of the Ethiopian economy. It contributes approximately 46 percent to the national GDP and employs over 80 percent of the population.

In 2009, Ethiopia was in the final year of its five year Plan for Accelerated and Sustained Development to End Poverty (PASDEP) and beginning to design its next five year plan – the first Growth and Transformation Plan (GTP). It had also begun a rapid growth period with major gains in its agriculture sector. In the midst of these development, the late Prime Minister Meles had a fortuitous meeting with Melinda Gates, Co-Chair of the Bill & Melinda Gates Foundation where he asked for the Foundation’s support in identifying an innovative way to catalyze not only the growth but of the transformation of Ethiopia’s agriculture sector.

This began a journey of nearly two years, where the Gates Foundation facilitated a process led by the Ministry of Agriculture that developed eight different diagnostic and a series of recommendations. The summary conclusions identified two key challenges to transforming Ethiopia’s agricultural sector:

  • Narrow approach to sectoral change – Many projects and programs have focused on selected aspects of the sector, leading to disconnected interventions that fail to address the root causes of low agricultural productivity. As such, many initiatives do not achieve the cohesion and integration required for success at scale. Furthermore, individual programs are frequently not adapted to local conditions in different regions.
  • Lack of implementation capacity – Many large-scale initiatives lack staff with the appropriate mindsets or skills needed at both the federal and regional level. Even projects that are well-designed and well-resourced often fail to meet all their objectives due to the lack of strong project management and systematic implementation.

Furthermore, this study identified learning’s from other rapid growth and transformation initiatives around the world and in other sectors within Ethiopia. Key to these efforts has been a dedicated unit with strong management and support from key government leaders that led a successful effort of transformative and sustainable change in a focused program area.

Based on these recommendations, in December 2010 the Council of Ministers in Ethiopia passed Regulation 198/2010 which established the Agricultural Transformation Agency (ATA) as the Secretariat of an Agricultural Transformation Council chaired by the Prime Minister.
