Organizational Scope & Context:

Under the overall supervision of the Senior Regional Resource Management Officer (SRRMO) and direct supervision of the Regional Human Resources Officer (RHRO), the candidate will support the human resources administration of the Regional Office in Cairo (RO Cairo) and the human resources functions of the Country Offices (COs) within the Middle East and North Africa (MENA) region.

Core Functions / Responsibilities:

  1. Prepare and follow-up on contracts of national staff, consultants and interns in RO Cairo.
  2. Support the RHRO in guiding COs in the Region in managing the human resources function as well as on interpreting and applying HR policies, rules and regulations in the local context.
  3. Review submissions by COs, including Terms of References (TORs), reclassification requests, etc., for national positions.
  4. Provide direct support and guide the COs in maintaining PRISM HR Module for the purposes of keeping information accurate and up to date.
  5. Prepare and ensure correctness of all administrative paper work pertaining to national staff, consultants and Interns, and update their personnel files.
  6. Maintain a human resources database for RO staff and smaller MENA COs.
  7. Support the RHRO in responding to staff queries on human resources matters, including the terms and conditions of their employment and staff regulations and rules.
  8. Support the recruitment of consultants and interns in coordination with the relevant units, ensure their records are updated; and liaise with the Finance colleagues to ensure that consultants and interns are paid in a timely manner.
  9. Support recruitments of RO staff by setting up interviews, carrying out reference checks and supporting the completion of CAFs.
  10. Prepare and publish vacancy announcements for national staff in coordination with the RHRO.
  11. In coordination with the SRRMO, draft official documents for the Ministry of Foreign Affairs for international staffs’ visas, ID cards, shipment of household goods, etc.
  12. Ensure relevant filing and tracking systems of the RO Cairo are well maintained and updated regularly, as necessary.
  13. Track and monitor gender balance and SES regional statistics; and share the relevant reports on a regular basis with the RHRO and SRRMO.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

· Bachelor’s degree in Business Administration, Human Resources or a related field from an accredited academic institution with four years of relevant experience.

Experience

· Previous experience in Human Resources at an international organization or multinational corporation is a distinct advantage.

· Familiarity with the UN common system would be an advantage.

· Working knowledge of PRISM/SAP is a distinct advantage.

· Proficient in computer applications (MS Office Word, Excel and Outlook).

· Ability to work independently under minimal supervision.

· Strong attention to details and accuracy.

Languages

Fluency in English and Arabic is required. Working knowledge of French is an advantage.
