We are currently seeking qualified candidates for the position of Senior Technical Advisor, Health Informatics in Maputo, Mozambique for an anticipated CDC-funded award. The project will support scale-up of priority health information systems that optimally support programmatic activities, population-level monitoring of the HIV/AIDS epidemic, and evidence-based decision-making to achieve sustainable epidemic control. The goal is to support the development, interoperability, and maintenance of information systems used to monitor PEPFAR and the National HIV program’s performance. The project will also provide TA to improve capacity for data management, use, and dissemination at the national level.
The Senior Technical Advisor, Health Informatics will lead the informatics and technology component of the project and will be responsible for contributing towards the achievement of the project’s vision and strategy, directing the project technical team, and managing critical relationships with partners and key stakeholders.
The position will be based in Maputo and will report to the project Principal Investigator. Recruitment is contingent upon successful award of the project and the selection of the final applicant is subject to CDC approval.
Key Responsibilities and Contributions:
- Provide expert scientific advice, consultation and leadership in designing and coordinating the response to meet the project goals, objectives and priorities.
- Provide technical leadership and technical direction to shape FHI 360 funded informatics portfolio including specific project components ranging from patient level to aggregate systems ensuring interoperability in Mozambique.
- Advise on methods for data management and analysis, including methods for querying relational databases, data warehousing, online analytic processing, cloud database storage and security, and data mining techniques.
- Serves as a subject matter expert in the utilization and implementation of IT systems integrating HIV epidemiologic and other information from a scientific perspective.
- Collaborate and provide expert scientific advice to a variety of nation-wide organizations to synthesize and implement informatics policies and directions for future development.
- Collaborate with and provide technical advice to all organizational levels with CDC, Mozambique MOH, as well as with various partner organizations.
- Evaluate state-of-the-art project-specific technical strategies and approaches and recommend updates and changes to existing strategies and approaches as appropriate.
- Assess the functions, limitations, opportunities and challenges of information technology, including specific software products, in healthcare and public health settings.
- Evaluate and assure system compliance with laws and regulations applicable to managing patient information.
- Ensure identification of performance metrics for health information systems and design strategies for monitoring and reporting performance metrics.
Minimum Requirements:
- Master’s in Health Information Systems, Medical Informatics, Software Engineering, Public Health or a related field and a minimum 7 years professional experience with proven track record developing and deploying electronic health information systems.
- Thorough knowledge of the priority Health Information Systems in Mozambique, as well as familiarity with national decision-making bodies
- Familiarity with medical language and classification systems;
- Knowledge of web/internet standards, hardware and software technologies and relational database technologies;
- Strong communication abilities, including communication with both technical and non-technical audiences;
- Excellent written and verbal communication skills in English
- Experience using quantitative and qualitative data analysis methods, mixed methods, and M&E practices to answer program evaluation and other research questions
- Proven experience working with and building the capacity of Ministries of Health (MoH) and understanding of MoH systems at national and sub-national levels
- Demonstrated leadership skills and ability working collaboratively with IPs, donors and host country partners and stakeholders
- Working knowledge of and experience with USG-funded program management, policies, regulations, and procedures
- Strong written and verbal communication skills
- Fluency in Portuguese and English
- Relevant computer software skills (including, at a minimum, the standard applications in MS Office)
