Overview of the role

GOAL seeks a Senior Technical Capacity Strengthening Advisor for the five-year, USAID-funded Strengthening Integrated Health Services Activity (SIHSA) in Sierra Leone. The activity aims to advance and sustain improved health outcomes for Sierra Leoneans with a focus on, but not limited to children under five, pregnant and postpartum women, youth and especially adolescent girls, and women and children living in hard-to-reach areas with limited access to health services.

SIHSA seeks to build a sustainable and resilient health system response to improving access, quality and effectiveness of family planning (FP), reproductive health (RH), maternal, newborn and child health (MNCH), adolescent health, and malaria services. In addition, SIHSA aims at strengthening communities’ active engagement for community-driven solutions to improve health outcomes.

Responsibilities

The Senior Technical Capacity Strengthening Advisor will work with a number of local organizations to build their technical and organizational capacity during the project with an aim to transition specific technical areas of the project to select organizations during the course of the award. This position will have a critical role in assessing organizational capacity, identifying gaps and developing clear Transition Plans which will outline the areas where capacity will be built during the first two years of the award. The Senior Technical Capacity Strengthening Advisor will work with a range of stakeholders from USAID, consortium partners and national and local government and private entities to facilitate and deliver training, provide coaching and supportive supervision in financial, administrative and technical management. Working closely with local organizations to ensure there is strong understanding of USG rules and regulations, capacity to deliver on USAID programs including financial and programmatic reporting, a plan towards achieving long-term financial sustainability, an ability to recruit and retain high caliber personnel and to continue delivering and prioritizing community-led development and advocating to key stakeholders on identified community needs.

Person Specification

The Senior Technical Capacity Strengthening Advisor is expected to have the following skills and qualifications:

  • Master’s degree in international development, public health, business or similar
  • At least 6 years of experience implementing and managing donor-funded projects in developing countries and working in consortia.
  • Demonstrated experience working closely with partner organizations and strengthening their management, financial and technical capabilities.
  • Familiarity with the U.S. Government administrative, management and reporting procedures and systems and even previous experience supporting Transition Awards with local partners preferable.
  • Some experience with maternal, newborn and child health, family planning, reproductive health, adolescent health, and malaria is preferred.
  • Ability to build strong relationships and partnerships across a range of diverse stakeholders.
  • Strong oral and written communication and presentation skills in English are required.
