Short term PPP Expert to develop a Capacity building strategy for the Malawi PPP Commission (M/W) 85 views0 applications

The Public-Private Partnership Commission (PPPC) of Malawi, in coordination with the European Union Delegation in the country, has asked for support from the ICR Facility.

The PPPC, established in 2011, is the implementation agency for Public-Private Partnerships (PPPs) in Malawi. It develops guidelines on best practices to assist sector Ministries in the roll-out of their PPP projects, works closely with the Ministry of Finance in the review and assessment of PPP projects and provides advice and support to contracting authorities.

Malawi has decided to increasingly rely on PPPs for the development of infrastructure. The PPP Commission has identified the lack of expertise on PPPs within the Commission itself, contracting authorities at the national and local level, and the Private Sector, as a major constraint on the development of PPPs in the country. The request asks for support in better identifying the skills gap and developing a strategy to address it.

The activity consists of drafting a skills gap assessment report for PPP stakeholders in the country as well as a capacity building strategy to address the identified gaps in a sustainable and institutional manner, which will allow for a long-term increase in PPP capacity in Malawi.

The consultant will :

1. Draft a skills gap assessment report that will examine the current level of capacity of members of the PPP Commission, of national and local contracting authorities, and of the private The exact scope of the assessment will be determined in coordination with the PPP Commission, and can be adapted by the consultant based on his own perception of existing training needs.
2. Draft a capacity building strategy that will:
   1. Identify the target trainees;
   2. Describe the different kind of trainings needed (for decision makers, for people involved in the different project cycle phases (planning, structuration, procurement, operation), for M&E, for firms submitting offers…)
   3. Identify existing training resources (free and fee-based)
   4. Identify possible cooperation partners who could offer such courses in a sustainable and institutionalized manner
   5. Propose a prioritized training agenda with short term and long term capacity building measures
   6. Propose an action plan and budget

The European Union Delegation in Malawi has expressed interest in supporting the PPP Commission in the implementation of this capacity building strategy in the future. The strategy should allow the Delegation and the PPPC to identify possible support measures to improve the capacity level of Malawian stakeholders on the topic of PPPs

Upon the conclusion of the expertise services, the expert is expected to deliver the following:

• The skills gap assessment
• The capacity building strategy

The ICR Facility is co-funded by the European Union (EU), the Organisation of African, Caribbean and Pacific States (OACPS) under the 11th European Development Fund (EDF), together with the German Federal Ministry for Economic Cooperation and Development (BMZ) and the British Council. It is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit Gmbh (GIZ), the British Council, Expertise France, and Stichting Nederlandse Ontwikkelingsorganisatie (Netherlands Development Organisation, SNV).

The objective of the Facility is to support ACP partner countries and regional institutions in their structured public-private dialogue processes in order to improve the business environment and investment climate by supporting public-private dialogue processes.
