Context

The Site Management Support Programme sub-unit is integral to IOM emergency and post crisis programme implemented with funding from various international donors. Site Management Support  activities include support to authorities in Coordination of protection and assistance of displacement-affected persons (including through Information Management), support to communities to participate and self-govern; site planning and development (including rehabilitation and/or decommissioning works) capacity building relevant stakeholders, and , throughout the camps and ‘out of camp’ sites in return areas or in vicinity of camps where services are shared with the host community.

Under the supervision of the Project Manager (Site Management Support (SMS)) PM, the SMS Senior Assistant, Protection, will assist the implementation of the programme across the SMS implementation locations.

 Core Functions / Responsibilities:

  1. Support SMS programme implementation across all sub-offices through regular coordination with SMS/Site Planning Field Officers.
  2. Serve as a focal point for protection mainstreaming within the SMS sub-unit.
  3. In cooperation with IOM’s Global capacity building specialists, coordinate the adaptation and translation of materials/tools for SMS and Protection training/capacity building for relevant stakeholders (staff, authorities, humanitarian actors, community leaders, etc.). In cooperation with SMS WG counterparts and other trained facilitators in IOM and Government, facilitate said trainings.
  4. Develop and deliver trainings for Community Committees (Site Management, Kebele Committees, Women, Youth, etc.) on participation, Code of Conduct and other topics as identified.
  5. Participate in the National Protection Cluster as assigned.
  6. Support SMS Sub-Office teams in the implementation of projects, including through:
    1. monitoring of protection issues at field level (in cooperation with other EPC Protection staff) and flagging of key issues for advocacy by SMS PM or senior management.
    2. follow-up of procurement processes at SLO level
    3. correct recording of donation of assets and other relevant supporting documentation.
  7. If required, participate in field assessments of affected communities, including IDP settlements, return locations, joint rapid assessments and intention surveys.
  8. Report regularly on implementation of activities
  9. Comply with UNDSS security protocol and internal IOM procedures.
  10. Perform such other duties as may be assigned.

Job Requirements

Education

  • University degree in Social Sciences, Business Administration or related field of study or a combination of training and relevant working experience.

Experience

  • Six years of work experience related to disaster response and transition and recovery programs with humanitarian agencies.
  • Practical experience and detailed knowledge of the humanitarian response and recovery programs is essential.
  • Thorough knowledge of data protection issues in emergency operation and utilization of Microsoft Office application including databases is required.
  • Ability to adapt technical knowledge and expertise to specific project or activities; ability to work with colleagues from different cultural and professional backgrounds; flexibility to perform and deliver in difficult and rapidly changing situations is essential.

Languages

  • Thorough knowledge of spoken and written English and Amharic.
  • Knowledge of local languages, especially Afan Oromo, is an advantage.
