Background and Rationale.

Action Against Hunger (AAH) has been a key humanitarian actor in Somalia since May 1992 providing an array of services in Nutrition, Health, Food Security and Livelihood, Water Sanitation and Hygiene across 4 Regions; Bakool, Nugal, Banadir and Lower Shabelle. Our Health and Nutrition programme focuses primarily on prevention and treatment of Acute Malnutrition through static and mobile therapeutic centers (OTP and SFP) and Stabilization Centers as well as Primary Health care services through MCH and mobile outreach teams. Action against Hunger also leads the Nutrition cluster Assessment and Information Management working Group (AIMWG). In an effort to strengthen Nutrition surveillance across Somalia and provide quality and timely nutrition data, Action against Hunger intends to conduct SMART survey in Elbarde district in Bakool region, Somalia. The consultant will be responsible to set-up, organize and implement a nutritional survey using the SMART methodology. This will be done in collaboration with local and national stakeholders with the objective of increasing local capacity in Nutrition Assessment and Analysis.

Overall Objective:

To assess the nutrition situation and retrospective mortality rates in Elbarde district-Somalia.

Specific Objective

Specific Objectives survey objectives are:

  • To estimate the prevalence of acute malnutrition amongst children aged 6-59 months.
  • To assess the retrospective crude and under five mortality rates.
  • To assess the coverage of vitamin A supplementation amongst children aged 6-59 months.
  • To assess coverage of immunization of measles amongst children aged 9-59 months
  • To assess the coverage of immunization of polio and BCG amongst children aged 6-59 months
  • To estimate prevalence of common child illnesses among children under 5 years two weeks prior to the survey.
  • Estimate levels of key FSL indicators of HDD, FCS and CSI and WASH indicators.
  • Develop specific recommendations to improve the nutrition situation in the district

Roles and responsibilities.

1) Development of methodologies and tools

  • Set-up of the approach and design of the survey in accordance with SMART methodology
  • To set-up, the periods of the activity (work plan).
  • Development of data collection tools and training materials.
  • Develop the form to be used in the field and for data analysis

2) Recruitment and training of survey staff

  • Develop Job description, recruitment tests, Interviews and selection of the survey staff
  • Training of the survey team (SMART) and pre-test of the tool in the field
  • Constant follow-up and support to the team during the implementation of the survey.

3) Management and follow-up of the activities

  • To organize and supervise the survey, taking into account the context and its evolution, the different actors in the areas surveyed.
  • Ensure the good implementation of the survey through the clear identification of each step of implementation: programming, coordination with actors, partners and authorities, data collection, analysis and reporting.
  • To manage the team and ensure its cohesion. Organize planning, define responsibilities, follow capacities and results, etc…
  • To ensure the technical and operational follow up of all activities in the field and provide daily feedback to the head of department.
  • To review the quality of the data collected on a daily basis.

4) Coordination

  • Before and during the survey in the field, ensure coordination with all the actors involved in the assessment including local authorities, MOH, communities leaders, sub –national cluster and nutrition cluster partners.

5) Data management and analysis

  • To ensure that the data entry is done on time and to review the quality / relevance of the data collected and entered in the database.
  • To analyze all the data collected.

6) Evaluation and report

  • To regularly provide the Medical and Nutrition Head of Department with all relevant information relating to the implementation of the survey
  • To write a final report on based on the methodology used, the analysis of the data collected and recommendations, taking into account the context of intervention and its stakeholders
  • To develop presentation materials on the outputs of the study, with the perspectives to share the findings
  • To present/communicate the outputs of the study (findings, recommendation, etc…) to AIMWG

Deliverables

  • Survey protocol to be presented to assessment and Information Management Working Group (AIMWG).
  • To develop data collection and analysis tools and training materials in line with AIMWG.
  • A presentation in PowerPoint of protocol and survey findings to be presented to partners and authorities
  • A final comprehensive SMART survey report to be shared.

Proposed Time Frame

  • The Consultancy is expected to last approximately 25 days including all the stages of the survey (desk review, enumerators training, data collection, support to data entry/analysis and report writing).

Desired Qualifications

Education (knowledge):

  • Advanced degree in Nutrition, public health, social statistics, Epidemiology or related discipline

Experience:

  • At least 5 years of international and field experience preferably in developing countries.
  • Extensive Experience in Leading Nutrition surveys and surveillance systems as well as proven experience with the SMART methodology. (Provide evidence of previous assessments undertaken)

Skills and Abilities:

  • Proven ability to organize and manage assessments in multi-cultural setting.
  • Ability to train team and ensure quality delivery of outputs within a limited period
  • Excellent report writing, communication and presentation skills
  • Understanding of Somalia context is desirable.

Terms of Payment

The consultant will receive 30% remuneration after sharing of the preliminary results and the balance upon submission of the final report to Action against Hunger- Somalia.
