SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission
SOLIDARITÉS INTERNATIONAL (SI) has been operating in South Sudan since 2006, conducting activities in emergency and post emergency context, particularly in rural and semi-urban areas, including refugees/returnees and IDP camp settings.
Context:
– Food insecurity is one of the highest in the world due to recurring shocks (consecutive years of widespread flooding, conflict-based displacement), and an ongoing protracted macro-economic crisis.
– The country also faces cholera outbreaks on a yearly basis, has very limited sanitation coverage and safe water access remain a challenge for most of the population.
– On top of these chronic situations, South Sudan has been highly impacted by the war that started in Sudan in April 2023. By end of 2024, more than 1,000,000 people had entered South Sudan, the vast majority entering through the Joda/ Wunthow border point in Renk County, Upper Nile State (northern part of South Sudan).
– More recently, resurgence of internal tensions have led to heightened conflict and analysts are worried that the peace conditions offered by the Peace Agreement may not hold.
As a result, 9,3 million are in need of humanitarian assistance as of 2025.
SI sectors of intervention:
– The portfolio includes both WASH & FSL activities. SI’s expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors and has been one of the first responders of the cholera response.
Areas of operation:
SI has a rapid emergency team based in Juba, who is being deployed following Rapid Needs Assessment in flood, epidemic or conflict induced displacement in the country. The teams will be deployed for up to 2 months per intervention and the time in the coordination office only for limited time (sectors WASH and Cash).
The ERRM team is composed of more than 20 staff members, including both national and international personnel, and covers all key operational functions such as Programme, Logistics/Admin, and MEAL. The team is led in the field by an international Field Coordinator, who serves as the main focal point for overall coordination, implementation oversight, and external engagement. The Field Coordinator is further supported by the country coordination office to ensure strategic guidance, operational support, and effective communication across all departments and stakeholders.

General objective
The Programme Manager for the ERRM oversees the overall management and supervision of Deputy Programme Managers, with a strong focus on staff capacity building, performance management, and operational support. The role ensures effective project implementation, budget monitoring, and timely follow-up of programme activities. In close coordination with Grants and Field Coordination teams, the PM supports reporting, proposal development, and donor compliance. The position also leads coordination with relevant ERRM stakeholders and external actors while promoting programme quality through a dynamic, adaptive, and context-driven management approach.
Issues and specific challenges
Complex humanitarian access constraints due to active conflict, insecurity, checkpoints, and bureaucratic impediments affecting movement of staff and supplies.
Deployments frequently taking place in high-risk public health environments, including areas affected by cholera, Ebola, and other epidemic outbreaks, requiring strict health and safety measures.
Continuous coordination required with local authorities and administrative structures to facilitate access, approvals, and operational continuity.
Need to ensure strong technical coordination and alignment within the consortium structure across multiple sectors and partners.
Programme management of mobile ERRM teams often conducted remotely due to operational constraints, creating challenges in oversight, communication, monitoring, and timely decision-making.
Limited and inconsistent communication infrastructure in deployment locations, affecting reporting flows, coordination, and information management.
Ongoing development and structuring of the new ERRM operational “base,” as the mechanism was previously managed directly through the coordination office in Juba.
High operational pressure linked to rapid emergency response timelines, requiring flexibility, surge capacity, and continuous adaptation to evolving humanitarian needs.
Logistical constraints related to road access, seasonal flooding, air transport dependency, and prepositioning of emergency supplies.
Staff welfare and duty of care considerations linked to frequent deployments in austere and high-stress operational environments.
Priorities in the first 2/3 months
> Coordination with the existing partners and integration of SI in the relevant fora
> Implementation of the activities under existing projects and kick off for the activities planned under the new contracts
> Keep mapping needs and humanitarian priorities
> Developing the programme activities in line with the contractual obligations and the SI SOPs and guidelines, with specific focus on the durable WASH solutions

SI will offer you
A salaried position: According to experience, starting from EUR 2310 gross per month (2100 EUR base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 700.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Security constraints
The ERRM in South Sudan operates in a highly volatile and complex humanitarian environment. Deployments are frequently conducted in areas affected by conflict between armed actors, intercommunal violence, cattle raiding, and widespread insecurity, particularly in hard-to-reach locations across Upper Nile, Jonglei, Unity, and Greater Equatoria. Humanitarian access is often constrained by insecurity, bureaucratic impediments, poor infrastructure, and seasonal flooding, frequently requiring remote management and air operations.
Teams are deployed to locations with limited communication networks, weak health systems, and minimal mitigation capacities in case of security or medical incidents. Recurrent disease outbreaks, including cholera and other epidemics, can further affect staff mobility and programme implementation. Despite these constraints, the ERRM remains a critical rapid response mechanism delivering life-saving assistance to crisis-affected populations. Juba remains relatively stable and provides access to accommodation, medical services, restaurants, and recreational facilities that support staff welfare and operational coordination.
Living conditions
Expats: – The PM is living in a shared guesthouse with the other international staffs.
– Individual room, with electricity 24/7.
– Internet and Phone network available
– Restaurants and international food are available
There is an internal curfew at night for international staffs – different zones are set (6-8-10PM). Curfew can be reduced based on security updates
There is one driver available on evenings for movements out of office hours, 2 drivers during weekends daytime.
Access to activities is possible for all.
In coordination, movements outside of Juba town (besides intervention location) for leisure are not permitted. When deployed in the field the conditions vary and can be challenging.
