ABOUT THE MISSION
South Sudan protracted crises have left 7.5 million people in dire need of humanitarian assistance in 2020, despite the signature of the peace agreement.
SOLIDARITÉS INTERNATIONAL operates in South Sudan since 2006.
SI works at the response to urgent needs in water supply, hygiene and sanitation, food security and shelter as well as the prevention and response to outbreaks.
Its long lasting presence has contributed to build a wealth of experience in WASH and FSL assessments, implementation and accountability to beneficiaries.
In December 2013, SI became a key WASH actor for IDPs in the Protection of Civilian (PoC) IDP Camp of Malakal and implemented construction and maintenance of sanitation facilities, waste management and hygiene promotion activities.
SI has also implemented food security activities in South Sudan; piloting large-scale unconditional cash transfers amongst IDPs and host communities in Upper Nile State, as well as seeds distribution in Malakal.
In response to the displacement from Wau Shilluk, SI started a program in Aburoc in 2017 where it was one of the very first actors on the ground to implement WaSH activities, and Solidarités International is the WaSH focal point for the cluster on the site.
SI main objectives are: an overall reduction of morbidity and mortality linked with water-borne diseases through the provision of sustainable access to safe water in vulnerable communities, and preparedness and response to acute multi-sectorial needs.
In Central Equatoria, SI contributes to the reduction of water borne diseases, especially cholera and preparedness to Ebola, in addition to the reduction of the prevalence of COVID-19 outbreak in multiple parts of Juba County
In Upper Nile, SI delivers critical WASH and FSL response to the most acute needs of conflict affected populations of Fashoda county with likely expansion into Manyo and Malakal counties.
In Jonglei, SI conducts multi-sectorial assessments and delivers emergency preparedness, water supply, emergency sanitation facilities, hygiene promotion and emergency WaSH/NFI in absence of other actors in a timely and semi-static emergency, in addition to a WASH response to the COVID-19 outbreak.
Moreover, Improvement of the basic services, livelihood opportunities and resilience through multi-sectorial/integrated programs: in Western Bahr el-Ghazal, SI provides comprehensive emergency Health, Nutrition and WaSH services and integrated emergency FSL response to improve the nutrition status of host communities, displaced and returnees in Raja County, in consortium with a Health partner.
In Upper Nile, SI is looking for of a sustainable water supply solution while providing WASH and FSL services to support conflict affected populations of Fashoda County.
Strategic axis of SI country programming:
Strategic priority 1: Preparedness and response to acute multi-sectorial needs, with an integrated approach
Outcome: Cover essential and critical basic needs of the most vulnerable, and provide the humanitarian community with accurate and operational multi-sectorial assessment reports and response for any newly identified need, either based on population movements, outbreak or food security/nutrition/health crisis.
Strategic priority 2: Improvement of the basic services and livelihood opportunities through multi-sectorial/integrated programs to increase resilience via mid-term projects
Outcome: Support the reconstruction of the basic services and the creation and strengthening of livelihood opportunities, allowed by the stabilization of the context
ABOUT THE JOB 1/2
The Program Coordinator contributes to the development of SI strategy, guarantee quality of the implementation and coordinate the project cycle in South Sudan mission.
Specific objectives
Strategic orientation
- Develop sector based strategy for the mission
- Support CD in analysis of SI priorities and its overlap with donor strategies
- Ensure the strategy is implemented through newly proposed projects
Quality programming
- Support the PMs in setting up a technical approach and assessing the financial, human, and logistical elements of programs to be implemented.
- Ensure that all programs are implemented respecting SI annual operational strategy, technical requirements, and the criteria stipulated by donors
- Ensure that the programs reach the contractual results
- Supervise and support the program managers, monitor and evaluate activities implemented
Coordination, technical support and operational monitoring
- Ensure that SI project management tools are set up and filled regularly by the PMs and reviewed from programmatic perspective
- Anticipate the difficulties in the implementation and propose ways of addressing them/re-orientating
Reporting / communication / representation
- Contribute to the donor fundraising and positioning SI vis-à-vis the donors in the country
- Serve as a focal point for specific programming aspects vis-à-vis the donors and local authorities
- Serve as a main focal point for reports, proposals and project amendments
- Participate in the centralization and dissemination of procedures, guidelines and tools linked to activities
Personnel management
- Ensure that the team members are inducted into their position, evaluated on their performance and their capacity built as per need
- Keep regular communication and tasking with the team members inline or technical management
Priorities for the first 3 months:
- Ensure new proposals are in line with the 2021 country strategy
- Emphasize program development and expansion, targeting diversified donors
- Ensure the projects ending in 2021 are fully implemented and according to the requirements
- Maintain and increase involvement of SI in WASH, FSL, S/NFI Clusters
- Ensure the capacity-building of PMs, especially the newly arrived PMs in 2021 – considering that there will be several nationalizations in 2021 on these positions (Aburoc, Raja, especially)
- Be the focal point for CATI research on cholera response
- Continue and reinforce participation in network and coordination platform with other actors in the light of developing consortium and /or partnership
- Reinforce the MEAL department at coordination and bases levels (integrate in proposals and coordinate coordination and bases, if we have MEAL at both levels)
- Start the planification of 2022 strategy
The main challenges:
- Volatile context in the country (but situation is more stable in Juba) and complex security situation (Presence of multiple armed actor in the different parts of the country despite peace agreements and reconciliation process ongoing). Criminality and harassment from multiple actors is on medium level in Juba, with curfew and movement rules followed by the mission to mitigate the risk
- Humanitarian access impediments in multiple parts of the Country due local authorities, climate and underdeveloped road infrastructure
- Developing collaboration and networking with local authorities and NGOs working in the area
- Evolving nature of needs and interruption of the planned activities
- Coordination with all stakeholders: actual partners are ALIMA, Medair, Intersos, IMA, potentially DRC, IMC, Malteser International
The Program Coordinator is under direct responsibility of the Country Director and is responsible for program activities in South Sudan mission.
He/She is the functional manager of four Program Managers in the field bases and the direct line manager for the Program Manager in Juba and the MEAL team.
Mission: size, bases, budget, number of expatriates and national staffs.

YOUR PROFILE
EDUCATION: Bachelor’s Degree (or equivalent) in International Relations, International Development, Humanitarian Studies, Logistics, Business, Management, or other related sectors.
EXPERIENCE
- 4 to 6 years of professional experience, including at least 3 years in humanitarian environments.
- 3 years of experience as Program Coordinator or Emergency Coordinator.
- Experience in protracted crisis context (being able to switch between short/medium/long term solutions)
- Previous experience in insecure and access-hindered environment required.
- Experience in working in South Sudan is a strong asset
TECHNICAL SKILLS AND KNOWLEDGE
- Good knowledge in MS Office package: MS Word, MS Excel, MS Power point, Microsoft Outlook.
- Knowledge of basic GIS desirable.
- Good and proven writing and spoken English are required
- Arabic and/or French speaking is an asset
TRANSFERABLE SKILLS
- Sound understanding in project cycle management (specifically MEAL and project development)
- Ability to lead the process of program development
- Coordination among internal departments to ensure quality and timely implementation
- Ability to collect, manage and filter extensive amounts of information in real time

SI WILL OFFER YOU
A SALARIED POSITION:
According to experience, starting from 2600 euros gross per month (+ 10% annual leave allowance paid monthly) and a monthly Per Diem of 700 USD.
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with 850 USD allocated by Solidarités). To these break periods, it is necessary to add the granting of one additional rest day per month worked, i.e. 12 days in addition for a one-year contract.
Social and medical cover:
Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs refunded.
Living conditions:
- Individual self-contained room available in a team Guesthouse in Juba with electricity 24/7.
- During field visits, living conditions can be basic depending on the project base.
- Internet and Phone network available
- Restaurants and international food available in Juba
- In order to better adapt to the culture, clothes should be adapted to the local cultural norms and integration (no short trousers/shoulders must be covered for women/…)
- Malaria prophylaxis is strongly recommended during the rainy season
