  1. JOB SUMMARY

The Monitoring and Evaluation Specialist is a technical support position for the Livelihood for Resilience projects.  The purpose of the Monitoring and Evaluation Specialist position is to design and maintain the M&E system of the Livelihood for Resilience project in CARE-SNNPR. Under the supervision of the project manager and support of LDM Manager of Livelihood for Resilience at CCU, the M&E Specialist will set up the M&E System for the projects and will have ultimate responsibility in maintaining the system, strengthening the system over time and building capacity of project and government staff to utilize the system. This includes collecting, compiling and analyzing relevant data. The LDM Specialist will contribute to document lessons learned as the project evolves and share key lessons within and outside the organization. The M&E specialist provides technical backstopping, organizing trainings in the areas of LDM and knowledge management. The position holder will work closely with other project staffs, CCU  and  PQL-LDM unit to ensure the cross fertilization of learning among different units, pulling information required from programs relevant to document centrally, organize capacity building trainings to staff, take assignments as a teammate.

 RESPONSIBILITIES AND TASKS

 Job Responsibility #1:  Planning, Monitoring, Evaluation and Design

  • Develop specific  M&E plan for CARE-SNNPR based on the overall livelihood resilience M&E framework; and take the lead for its implementation
  • Develop contextual  and specific M&E tools for collection and reporting on  FTF and other custom indicator based on project’s PIRS
  • Contribute for designing  operational guidelines for collection, compilation and recoding of quantitative and qualitative data
  • Provide  technical and operational support  to external and internal periodic and ad-hoc assessments , baselines, evaluations, action researches, etc
  • Supports the development of woreda level project DIP preparation broken down by year , quarter and month plan including the activities of value chain and microfinance and other project main activities as being  part of the overall plan at PA level;
  • Ensures that the all value chain activities, Youth employment, IGAs,  microfinance , Gender and nutrition , climate change adaptation and other project related  activities are implemented according to the technical specification set together with partners and time schedule
  • Lead the project office compliance with project management requirements (including planning, M&E and reporting):
  • Plans and conducts quarterly and annual program review meeting to assess progress, adjust plans, and draw/disseminate lessons learned;
  • Establish and maintain monitoring systems to measure the overall performance, track project performance, field checking and feedback system to project staffs at all levels.  Make sure that the system captures both quantitative and qualitative data collection.
  • Works closely with the other team members to ensure data is timely and accurate from grass root level, following up and doing data audits when necessary
  • Contribute for designs and develops monitoring, evaluation and impact measurement tools and systems.
  • Coordinates the field level reflective practice forum, community participatory monitoring and evaluation and impact measurement;
  • Plan and coordinate regular field visits and review meetings internally and externally with donor, MFIs and government offices periodically to assess progress performance  toward achieving objectives, provide recommendations for improvement  as required by project M&E plan.
  • Participates in project design workshops and develops log frames and monitoring/evaluation plans.
  • Develop projects visibility strategy  according to CARE and donor  regulations and requirements
  • Manage field data collection processes for monitoring and evaluation (M&E) and assist the project manager to backstop the project’s field operations.

Job Responsibility #: Reporting

  • Ensure regular and timely submission of project quarterly and annual performance reports to CARE CCU/regional government signatory bodies following the standard template requirement
  • Support CCU LDM manager in compilation of CARE Global PIIRS, FTFMS and AID Tracker reports
  • Support for compilation of annual CSA reports following standard template requirements
  • Generate regular monitoring reports to make informed and timely decision on project progress
  • Regularly prepare info graphics on key figures for periodic update.

 Job Responsibility #2: Technical support and capacity building

  • Conduct Develops capacity of CARE and government partner’s staffs on DM&E and related activities.
  • Support the project team in the collection, compilation and consolidation and analysis of routine project data in the field.
  • Supports and facilitates the woreda plan to include Care’s projects plan and thoroughly understood and be accountable for the overall implementation and monitoring and evaluation of the projects;
  • Organizes and facilitates LDM training to project staffs, and partners/stakeholders.
  • Provide technical assistance to staff and partner in management of livelihood for resilience MIS, proper data collection and record keeping.
  • Coaches in reporting inconsistency by orienting all program staffs on indicators, and reporting system
  • Conduct regular training of staff of projects, MFIs and Government line departments on the collection of M&E data (based on capacity building plans).
  • Build the capacity of all relevant team members to develop and maintain an excellent M&E system, including regular reflection and analysis of program monitoring data and production of evidence-based recommendations and reports.
  • Regular monitoring progress of the project through field visit, reports and triangulation, provide appropriate feedback, bring issues to the attention of staffs in general and PM in particular.

 Job Responsibility #3:  Learning and sharing/networking

  • With the program team analyzes past experiences to systematize and incorporate lessons learned into the planning process;
  • Leads knowledge management related activities of the field office including documentation of knowledge and publication of knowledge products
  • Keeps up to date with developments in the sector, including best practice examples within the country and internationally, and ensures ongoing personal development and learning.
  • Ensures the communication of DM&E concepts and procedures within the organization, partners and other stakeholders.
  • Ensure all projects have downward/ forward accountability mechanisms and works with project staff to make sure its implementation;
  • Organizes feedback sessions and other platforms at field office level with partners, beneficiaries and stakeholders (private and public sectors) to ensure responses are provided timely.
  • Works with knowledge management Advisor  to promote learning within the project

 Job Responsibility #4 Data quality and Information Management

  • Conduct routine regular data quality assessment across data management and reporting system to verify reported figures; formulate and implement data management improvement measures.
  • Ensure that data collection and reporting tools are consistently utilized at grass root level
  • Provide training and on-going coaching to program staff’ to strengthen their capacity in data management and reporting
  • Develops and maintains monitoring and evaluation information management system for the Project.
  • Ensures the timely collection and compilation output data and feeding into Livelihood for Resilience Activity information system, including emergency data like early warning information.
  • Streamlines paper based reporting system including formats and systematize information flows.
  • Regularly maintains project LDM information using appropriate database management system and makes accessible to staff and other stakeholders at CO level.
  • Proactively supports establishment and maintenance of learning and knowledge management systems and sharing of lessons within and across CARE programs and with strategic partners.
  • Set up and maintain a common electronic and hard copy system for access to key documents such as M&E tools, tracking and reporting forms, monitoring reports, proposals, donor and government  requirements and reports, evaluations and other program information
  • Set-up a system and process to collect key lessons of the project and disseminate it to the staff government partners and other implementing partners.
  • Conduct quality control tests on all incoming data and supervise data entry and data cleaning/editing processes.
  • Collect and compile project and project related documents and  Information
  • Develop a system to build household profiles on all households participating in the project
  • Periodically collect and analysis information to track progress on key project components such as VESA, value chain development, youth employment, Microfinance linkage, women employment and aspiration to graduate

 Job Responsibility # 5: Gender related responsibilities 

  • Develop organizational as well as programmatic gender tools, guidelines and frame works to ensure that the women empowerment and gender equality work of CARE is well grounded and systematic;
  • Support organizational existing and upcoming Gender Equity and Diversity (GED) initiatives; facilitate information/knowledge sharing regarding CARE Ethiopia’s GED efforts;
  • Ensure that proposals and reports make explicit reference to approaches used to address unequal gender relations.
  • Promote gender equality within teams, communities and households;
  • Ensure that proposals and reports make explicit reference to approaches used to address unequal gender relations and make sure that reports are disaggregated by Gender
  • Facilitate different capacity building activities for staff on gender and diversity issues.

While the incumbent will face all three levels of  problem-solving, the biggest challenges belong to category number three.  The incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions.

Job Requirements

  1. EDUCATION/TRAINING

Required:

  • Bachelor degree in Social Science, Economics, Agricultural Economics, Statistics, international development, Monitoring & Evaluation or other related field or equivalent combination of education & work  experience.

 Desired:

  •  MSc Degree in social sciences, statistics, monitoring and evaluation, or related field is required or demonstrated equivalent work experience in the field
  • Knowledge of statistical software such as SPSS,STATA or other type of databases such as advanced MS-Excel, MS-Access and others
  1. EXPERIENCE

Required:

  • Five to  Seven  years  proven  relevant field management in the area of  LDM and M&E system
  • Strong management skills, with good understanding of relevant cross-cultural issues.
  • Demonstrated experience and ability to professionally and appropriately represent the organization

 Desired:

  •  Highly proficient in  Advanced Excel, Word, data analysis software and comfortable with online information systems
  • Working knowledge in chronically food insecure/vulnerable communities.
