SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in some twenty countries, the SI teams – 2500 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.

ABOUT THE MISSION

SOLIDARITÉS INTERNATIONAL (SI) has been responding to humanitarian needs in South Sudan for over since 2006. In 2023, we will continue working alongside communities in some of the hardest to reach areas. SI provides clean water, sanitation and other lifesaving activities, while supporting vulnerable communities to strengthen their resilience to shocks, rebuild their livelihoods, and regain a sense of normality in some of the hardest of circumstances.

Following fighting between the Tigrayan Forces (TPLF) and the Ethiopian Armed Forces (EAF), many Ethiopians fled the hostilities and sought refuge in eastern Sudan. Today there are more than 50,000 refugees, most of whom are in different locations: Tunaydbah, Um Rakuba, Village 8, Hamdayet and Babikri. All along 2021 SI was working mainly in Tunaydbah and launched wash activities in the new camp of Babikri in October – November. SI will phase out from Babikri end of December 2022.

In Gedaref, SI is as well in consortium with PUI is implementing a project funded by CIAA aiming at supporting in FSL sectors vulnerable population impacted by under nutrition. Activities are covering distribution of agricultural inputs, animals, items to start IGA and CASH. PUI is focusing on the treatment of malnutrition.

In Geneina, 2 projects are ongoing complementing each other and offering wash services in Geneina gathering camps hosting approximately 100 000 individuals. Activities are mainly latrines rehabilitation and construction, distribution of hygiene kits, water trucking, desludging, waste management.

3 proposals are under development:

in Gedaref: 1 CIAA
in Geneina: 1 SHF, 1 CDCS

Mission: size, bases, budget, number of expatriates and national staffs:

The Sudan mission opened end of 2020, further to the influx of Tigrayan refugees fleeing conflict in Ethiopia. At the beginning of 2023, the total budget forecasted is approx 2,5 millions USD with activities implemented in Gedaref and West Darfour State.

In Khartoum, the coordination team is composed of 2 international and 2 national staff.

The operational base is located in Gedaref. There is only one international staff for the time being at the position of log-admin and around 6 nationals.

Potential partners :

PUI: within the consortium funded by CIAA, PUI will be in charge of the nutrition part and will cover the expenses of his own national partner.
COR/HAC are the government entities by which all needs to be approved, a strong relationship is required a state and federal level
Ministries of welfare and health will be our lines ministries for CIAA project.

The candidate will be based in Gedaref. Living conditions are OK. There are few restaurants in Gedaref and social life is possible as many NGOs have team based there. Internet connection is ok.

Specific constraints related to security:

Globally calm in Khartoum but volatile during demonstration and political uncertainty
Globally calm in Gedaref

The restrictions in Khartoum are limited to specific areas and hours but could evolve in case of deterioration of the security situation or increased tensions in the city. The travels and movements in West Darfur call for a particular security attention as the violence is widespread in the areas of intervention of SI and can affect NGOs work. The risk of uprising or communal conflict is high as well as the risk of issues in delivering aid. Contingency plans must be well in place.

ABOUT THE JOB

The main challenges:

Challenge of a young mission: coordination under creation, no field coordinator in Gedaref, lack of visibility, base need to be reopened after one – two months of temporary closure (recruitment of some staff to be relaunched).

Priorities for the 2/3 first months:

Re-opening the base
Recruitment in collaboration with Khartoum admin assist
Capacity Building admin team
Reinforcement of administrative procedure on the base
Meeting partners
Launching of activities

Responsibilities and main activities:

The Logistician-Administrator will implement and supervise all logistics operations at his/her assigned base.
He/she will organize logistic support for programs, in keeping with SI procedures.
He/she will assist the base manager or the field coordinator in the implementation of safety rules.
The Logistician-Administrator also carries out administrative, accounting and financial management of his/her base, in compliance with donor and SI procedures.
He/she supervises accounting operations and cash management and carries out budget follow up in conjunction with the program managers.
He/she is also one of those charged with ensuring that SI’s Human Resources policy is properly implemented at the base.
He/she supports, monitors and trains the members of his administrative and logistic team.

YOUR PROFILE

Education / academic background:

Bachelor degree in a field related to finance and/or HR management

Specific skills and experience:

1-year minimum experience required in administrative management (or as an assistant of administrative coordinator)
Previous experiences in the humanitarian field.
Previous experience with SI and knowledge of SI tools and processes is an asset
Previous experience in unstable environment (conflict / post conflict country) is a strong asset
Knowledge of SI rules, tools and procedures
Management skills
Understanding, knowledges of local cultural / religious codes and habits and capacity to adapt to this environment
MS office.
Good analytical skills, ability to adapt
Good communication and diplomatic skill
Good organization skills
Capacity to work under pressure in a tense security environment

Language:

English is mandatory
Speaking Arabic is an asset

Other desirable qualities: leadership and management / coordination with partners / planning and prioritization / flexibility / capacity to work under stress / solution making oriented / Team player

SI WILL OFFER YOU

A salaried position:
According to experience, starting from EUR 1800 gross per month ( + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

Individual, comfortable room in the guesthouse, with electricity 24/7.
Internet and Phone network available
Restaurants and international food are available

Living conditions in Juba are very good with an easy access to a wide range of restaurants, cafes…

Security risks are low, and restrictions are very limited.

However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
