Overview:

The purpose of the Sudan Monitoring Project (SMP) contract is to provide third-party monitoring, evaluation, and special studies services for United States Agency for International Development’s (USAID) Bureau for Humanitarian Assistance (BHA) funded humanitarian program activities in Sudan. These services will continue to prioritize monitoring, verifying, and analyzing trends in programs implemented in Sudan’s South Kordofan and Blue Nile regions (also referred to as the “Two Regions”). USAID/BHA is seeking a Data Report Coordinator to manage data for the project. IBTCI is seeking a full-time, qualified individual to fill the role of TPM Coordinator. The TPM Coordinator position will be based in the region and is contingent on contract award and USAID approval.Conduct TPM activities in the South Kordofan and Blue Nile regions (“Two Regions”). Conduct TPM activities in states of Sudan where USAID/BHA is unable to access program sites and deliver specific research studies or evaluations that provide in-depth analysis and insights into various aspects of the humanitarian programs being implemented in Sudan.

Responsibilities

Essential Duties/Tasks and Responsibilities:

The TPM Coordinator will provide overall technical guidance and support and verification of USAID’s Bureau of Humanitarian Assistance (BHA) TPM activities in the relevant regions of Sudan. Responsibilities will include:

  • Provide technical guidance, support, and oversight of the activity.
  • Oversee the development/refinement of the data collection methodology.
  • Lead desk review of implementing partner reports, activity briefs, and other relevant documents.
  • Lead in the development of the data collection tools, and participate in the pilot of the data collection tools, in-person and/or remote as well as any other data collection activities.
  • Develop and compile weekly summary reports with key findings during the data collection.
  • Lead the writing of the findings report and in presenting to USAID/BHA and other stakeholders.
  • Participate in regular check-in calls and debriefs with USAID/BHA personnel and project staff.
  • Other duties as assigned.

Qualifications

Minimum Requirements:

  • A minimum of three (3) years leading the evaluations or research projects, including managing a team of data collectors.
  • A minimum two (2) years working in non-permissive environments.
  • Ability to diplomatically communicate orally and in writing, and work effectively with a wide range of USAID Implementing Partners (IPs) and stakeholders.
  • Experience in data analytics and using statistical software packages for analysis and data visualization, as well as authoring high quality reports.
  • Excellent communication and presentation skills, including experience in presenting to USAID, national government, or related entities.
  • Ability and willingness to be mobile and agile at a moment’s notice in case of an emergency required.
  • Ability and willingness to work for extended periods in insecure and diverse environments.
  • Ability and willingness to safely enter and exit a larger, armored SUV vehicle that is several feet off the ground without assistance, while wearing body armor and/or a heavy flak jacket.
  • In case of an emergency situation, must be able and willing to “duck and seek cover”, which may require the individual to exit the vehicle, unaided, and hurriedly seek shelter elsewhere, as needed, in the event of a roadside emergency.

Education:

  • A Bachelor’s degree in international affairs, a social science, or a related field and at least six (6) years of progressive experience in the subject matter OR a Master’s degree in international affairs, a social science, or a related field and at least four (4) years of progressive experience in the subject matter.

Preferred Knowledge, Skills and Abilities:

  • A working knowledge of Arabic is highly desirable
  • Experience working in the Two Regions (Blue Nile and South Kordofan)

Working Environment: Work is typically performed in an office environment. Currently the company is allowing for hybrid work 19 in the District of Columbia, Maryland and Virginia (DMV) area. This can be updated by the company.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: International travel may be required and may include travel to fragile and/or conflict-prone zones.

Work Authorization: Candidate must be authorized to work in South Sudan
