ABOUT THE MISSION

Following fighting between SAF (regular army) and RSF (rapid support forces) since April 2023, SI is developing a rapid emergency response in Sudan.

In Geneina, West Darfur, SI opened a base in August 2022, providing assistance to IDPs living in the gathering sites inside the city. The response was WASH in emergency activities with water trucking, construction of boreholes, hygiene kits distribution, latrines construction and rehabilitation…

Today, the situation in Darfur, and specifically in Geneina is worsening due to the conflict at country level. SI is assessing the sites and the needs for an emergency response which began in May 2023, providing WASH in emergency activities to the IDPs and host communities in Geneina, and possibly in other states in Darfur (El Fasher, Nyala). SI began water trucking activities in May 2023 and is the only WASH actor in Geneina.

In the East of the country, especially Gedaref, Al Jazirah and Madani states, security situation is tense but much calmer than in Darfur. SI is doing assessments to implement a WASH/shelter and NFIs response for IDPs, mainly coming from Khartoum.

In Khartoum, SI wants to develop a WASH emergency response as soon as possible, and when authorizations are provided.

SI is one of the pillars of the INGO forum coordination, especially for Darfur.

ABOUT THE JOB

General objective:

The Safety Advisor leads the coordination of safety and access related information and activities in a geographic region, and work for the interest of the humanitarian community at large. As area coordinators, Safety Advisor will lead, later on , a local team in 1 or several field offices. The Safety Advisor provides security analysis and advice that is vital to the efforts of the NGO community to deliver aid and assistance to the thousands of people who need it. He builds and maintains a diverse network of contacts, articulate complex political and socio-economic analysis from an objective, neutral perspective, and deliver briefings on a time sensitive basis under the supervision of the Field Coordinator Geneina. He also supports partners with crisis management, when asked to do so. The Safety Advisor also represents NGOs among a diverse and important audience of members and a wide network of contacts, including UN agencies, international donors and organizations, local communiti es, and their leaders.

The main challenges:

As a specialist for the area of responsibility, maintain constant situational awareness in their area, provide qualified advisories to NGOs on safety and security management, and humanitarian access.
Establish and maintain an active information network, which includes NGOs, the UN, military forces, and other national and international security actors to obtain credible and relevant safety information.
Provide NGOs with timely and credible security information and contextual analysis of the local security situation through interactions with NGOs in Sudan.
Facilitate and lead regional NGO community security roundtables.
Assist NGOs in developing their own security management capacities by reviewing policy documents, conducting site-security surveys, and assisting in crisis evacuation planning.
Support to NGOs with real time incident and crisis management.

Priorities for the 2/3 first months:

Obtain in depth relevant situational awareness and granular knowedlge of the humanitiarian access and safety situations in the area of responsibility. This includes monitoring access and safety trends impacting humanitarians, especially NGOs.
Build/maintain network of contacts in area of respnsibilty to help enable the flow of information and coordination on safety and access for humanitarians.
Participate in relevant INGO Forum Working Groups and advisory bodies for the benifit of the wider humanitarian community.
Engage in at least 1 field trip outside base station to assess another area and meet with partners in the humanitarian community and stakeholders at large, as permitted by the security and access situation in the area. (May be near duty station due to logistics and security concerns)

YOUR PROFILE

Education / academic background:

Master degree in international relations,

Specific skills and experience:

3-4 years of experience in the humanitarian sector
3-4 years of experience on a similar position
Strong proficiency in Microsoft Office (mainly word, outlook, teams, and powerpoint).
Excellent writing skills to help communicate information with partners.
Ability to utilize tools such as excel to generate quantitative data analysis on security trends.
Work under a lot of pressure
Adaptability
Strong initiatives and improvisation capacities

Language:

English fluently
French
Arabic would be a strong asset

SI WILL OFFER YOU

A salaried position:

According to experience, starting from EUR 1980 gross per month (1800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.

SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.

Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

LIVING CONDITIONS:

In Geneina the current situation is relatively calm.
