The Supply Chain Coordinator is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and support functions necessary to implement programs effectively, inclusive of procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management. The Supply Chain Coordinator is accountable for the design, planning, execution and monitoring of supply chain activities at the country level.

RESPONSIBILITIES:

Supply Chain Planning

The Supply Chain Coordinator is responsible for supply chain activities planning and developing supply chain plans to support program implementation and coordinate closely with internal and external stakeholders. Supply chain planning includes; procurement plans, warehousing plans, transport plans, staffing plans, distribution plans and training plans.

Procurement Management

The Supply Chain Coordinator owns, manages and drives IRC in country procurement strategies, policies and procedures, the supply Chain Coordinator ensures all country program procurement needs are met on time in accordance with GSC standards.

Inventory Management

The Supply Chain Coordinator is responsible for managing and controlling all inventory and warehouses operation in the country program and ensure that there excellent records keeping, Impalement inventory standard operating procedures and control as provided by GSC.

Assets Management

The Supply Chain Coordinator is responsible for the procurement, maintenance, safe keeping and record or all IRC country program assets and equipment. The Supply Chain Coordinator is responsible for all aspects of the administrative, financial, capital and operations of asset management in accordance with IRC and donors rules and regulations.

Vehicles Management

The Supply Chain Coordinator is responsible for overseeing and coordinator all IRC country fleet and transportation activities, ensure that all IRC fleet operations are conducted with adherence to IRC vehicles policies and procedures including vehicles procurement, vehicles movement, maintenance and reporting accuracy.

Compliance and Ethics

The supply Chain Coordinator is responsible for identifying and analyzing compliance risk in supply chain process, implement strong procurement controls, identify procurement red flags, implement internal and external audit corrective action plans and ensure all supply chain activities are conducted in ethical manners.

Learning and Development:

The Supply Chain Coordinator is responsible and accountable for overseeing all supply chain learning and development initiatives in country and assess training needs, develop training plans for supply chain staff.

Coordination and Development of budget for fundraising

The Supply chain Coordinator must participate in the development of the budgets and the propositions of financings, to review the prices of items and associated services in the budget. He/she must – follow-up of the actions plan assigned to the Supply Chain department in the Road Map, the objectives of scorecard for the department and updated monthly. He/she must prepare the documents of presentation and lead meetings to explain progress.

Point non dedicated focal security

The Supply Chain Coordinator is designated to assume some responsibilities in managing of the safety and the security in Ndjamena or overall country while the Deputy Director of Operations (DDO) is absent.

Qualifications

REQUIREMENTS:

  • Advanced Degree, minimum 5 years of progressive Supply Chain professional experience or equivalent education and experience.
  • Demonstrated success as a Supply Chain leader across all disciplines within supply chain including planning, procurement and logistics
  • Broad knowledge and experience in Supply Chain strategies, market analysis techniques, procurement and contracting, vehicle and fleet management, inventory, property and asset management
  • Strong collaborator and influencer with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units
  • Able to work effectively in a highly matrixed structure
  • Strong financial management and budgeting skills
  • Excellent training and coaching ability
  • Fluency in English required, spoken proficiency in French and Arabic is a plus.
  • Ability to travel to remote field offices.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
