JOB PURPOSE

The Consultant, Talent Acquisition and Sourcing Outreach Specialist will be based in our Cairo, Egypt Regional Bureau supporting the Middle East region. They will develop, gain support for, and implement the strategies needed to identify, attract, and acquire the best talent to meet WFP’s business needs. The ideal candidate has a deep passion for workforce diversity; constantly thinks about how to introduce new methods and ideas for identifying and engaging top talent; and successfully enlists support from the business for talent attraction, networking and workforce diversity engagement initiatives.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Develop talent acquisition sourcing strategies by using new technologies, social media, software and networks, to identify, attract, and hire the best talent in support of WFP strategic goals.
  2. Stay up-to-date on new media tools, best practices, and share knowledge of these best practices with HR team members of the Middle-East Region, to improve talent acquisition in the region.
  3. In collaboration with the local HR teams, partner with managers to understand their specific functional staffing needs and plan/implement solutions to meet these needs.
  4. Articulate WFP’s employee value proposition to enhance visibility and reputation in key sourcing channels by carrying out impactful and targeted employer branding activities.
  5. Build partnerships, develop and maintain strong relationships that include outreach to schools, institutions of higher learning, target diversity organizations, professional associations and other recruiting sources to ensure sourcing produces a strong talent pipeline.
  6. Increase the quality of applicant flow, including both internal and external, passive and active candidates and ensure local implementation across the region.
  7. Handle full cycle recruitment for some positions in the organization, particularly those that have challenges with diverse talent pools.
  8. Lead, with the support of the Regional HR team, the creation of a recruitment dashboard for the Middle-East Region, to provide management and HR a dynamic overview of the regional talent acquisition activities in support of their decision making.
  9. Other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field.

Language:

Fluency (level C) in English language

Fluency (level C) in Arabic language highly desirable

Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese

Experience:

  • Five or more years of postgraduate professional experience in the field of Talent Acquisition, of which at least 3 at international or regional level. Experience working as part of a multicultural and diverse team, and/or leading one.
  • Deep knowledge of the recruiting market and trends in the Middle East
  • Demonstrated success developing and deploying creative, effective candidate pipeline development methodologies and effective outreach strategies.
  • Structured and lead multiple talent projects simultaneously to successful completion.
  • Experience in sourcing and recruiting hard-to-find profiles.
  • Strong knowledge of Applicant Tracking Systems, technology, and sourcing tools. Experience with SAP recruitment platforms is highly desirable.

DESIRED KNOWLEDGE AND SKILLS

  • Ability to leverage social media to connect with diverse communities to brand and market organisation and jobs.
  • Sound theoretical understanding of HR concepts and principles with a broad knowledge of best practices, techniques and processes.
  • Good communication skills with the ability to persuade, influence and adapt communication style to different situations and individuals.
  • Knowledge of common business principles and processes and the ability to quickly assimilate UN/WFP specific
  • processes and systems.
  • Ability to build and maintain effective work relationships with human resources counterparts, managers and staff
  • within HQ/regional/country office.
  • Ability to work both independently and as part of a team.
  • Ability to establish priorities, and to plan, coordinate and monitor own work plan and those under his/her supervision.
  • Ability to draft clear concise reports or rationale for human resources decisions.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.
