**BACKGROUND**

Crown Agents seeks a team leader for an exciting new DFID funded programme in Zimbabwe. This programme will support reforms to strengthen the investment climate and broader economic governance, to unlock Zimbabwe’s prosperity potential.

**SCOPE OF WORK**

The Team Leader will lead overall implementation of the programme. The Team Leader will be responsible for representing the programme to, and maintaining strong working relationships with, Zimbabwean government officials and local organisations and donors. The Team Leader will develop strong relationships with Crown Agents staff and provide management and leadership of the wider project team, and the effective delivery of the project on time and to budget.

It is anticipated that the programme will seek to deliver stronger policies and institutions to attract investment, create jobs and improve confidence in the economy.

**Relationship management**

  • Proactively build and maintain positive, productive working relationships with key project stakeholders including the Government of Zimbabwe, business member organisations, civil society, research and think tanks.
  • Manage relationships with DFID in Zimbabwe and the UK, and other donor funded programmes in Zimbabwe.
  • Proactively seek to share knowledge with, coordinate programme inputs and learn from other interested stakeholders.
  • Develop strong working relationships with CA Project Director, Programme Manager, Country Director and others on programme delivery and operational issues.

**Strategic Direction and Planning**

  • Provide strategic direction to the programme and drive the overall implementation in-country, ensuring a politically informed approach is embedded.
  • Day-to-day management of the programme, including technical and financial decision-making (within agreed limits, seeking approval where necessary).

**Leadership and Management of Personnel**

  • Management of the wider in-country team including short term technical assistance.
  • Team management and mentoring, supporting and challenging the wider team to achieve optimal performance..

Project and Financial Management

  • Effective financial management and reporting, ensuring value for money.
  • Ensure compliance with safeguarding, security, and other policies.
  • Regular reporting to Crown Agents Project Manager, as well as fulfilment of contractual reporting to the client.
  • Lead the development and implementation of the programme’s approach to monitoring, learning and knowledge management, ensuring a politically informed approach is embedded.

**About you**

Academic qualifications

  • Master’s Degree and/or Professional Qualification (or equivalent) in Economics, Public Policy or related degree

Work experience

  • At least 12 years’ experience working with government and private sector institutions supporting investment climate and economic governance reforms
  • Solid understanding of governance and private sector stakeholders in Zimbabwe
  • Experience managing delivery of donor-funded programmes (preferably DFID)
  • Exceptional leadership, management and communication skills, including proven ability to manage relationships with senior members of government and donors

**Travel/Language**

  • Excellent communication skills in English (speaking and writing)
  • This is a field assignment based in Zimbabwe.
